A Resolution to Enter into an Agreement with Dr. Alan Friedman as a Provider of Psychological Assessments for Public Safety Candidates.
PURPOSE:
To enter into an agreement with Dr. Friedman as the provider of psychological assessments for Public Safety candidates.
BACKGROUND:
The City has used the background investigation services of Stanard and Associates for thirteen years for public safety personnel. In order to improve upon retaining qualified employees, the city stays open to considering new and proven recruitment and selection opportunities.
DISCUSSION:
Dr. Friedman is a highly recognized clinical Psychologist that works with organizations across the country. He has extensive experience in the field of personality assessment and behavioral science. He developed a post offer/pre-employment assessment that uses a statistically based matrix covering eighteen areas to identify personality traits. Feedback from numerous municipalities indicate that Dr. Friedman's matrix system provides an accurate and comprehensive assessment for qualified candidates. He comes highly recommended. The assessment process used will also provide ongoing data on selected applicants. The data analysis and feedback can then be utilized to customize and identify qualifications best suited for this organization.

That the City Council approve the resolution authorizing an agreement between Dr. Friedman and the City of Aurora as a provider of psychological assessments for Public Safety candidates.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to enter into an agreement with Dr. Friedman as a provider for psychological assessments for Public Safety candidates; and
WHEREAS, funds have been allocated in the Human Resources Department budget for psychological assessments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorization to enter into an agreement with Dr. Friedman as a provider of psychological assessments for public safety candidates.
