SUBJECT:                     2019 Vehicle Replacement

 

PURPOSE:

To obtain authorization to purchase a replacement tandem axle dump truck for the Street Maintenance Division.

 

BACKGROUND:

The Street Maintenance Division currently operates 48-347, a 1999 International 4900 tandem axle dump truck that was purchased new in 1998.

 

DISCUSSION:

During daily operations the Street Maintenance Division utilizes dump trucks to transport various materials.  Due to excessive age and maintenance costs, one of these trucks, 48-347, has been identified for replacement in 2019. 

 

In place of a standard fixed mount dump body the replacement truck will be equipped with a Swaploader changeable body system which will initially include a removable dump body and an anti-ice brine spraying body.  The system is expandable which will allow other types of bodies to be added in the future.  The utilization of one truck to perform multiple tasks will expand the versatility and operational capabilities of the Street Maintenance Division.  Additionally, the procurement of this multi-platform truck will result in a future cost savings by reducing the rate of fleet growth as Public Works continues to meet the increasing demands of street maintenance.

 

The City of Aurora participates in Sourcewell, formerly known as the National Joint Purchasing Alliance, for the purchase of replacement and additional vehicles.  This program bids vehicles for purchase allowing the City to satisfy our own bidding process with less effort and using a greater purchasing power to get lower prices. 

 

A cooperative purchasing program is being used therefore the local preference policy does not apply.

 

I am requesting authority to purchase a replacement tandem-axle dump truck through Rush Truck Center, Chicago, using Sourcewell, for a quoted sale price of $210,831.00. 

 

$178,000.00 is budgeted in account: 340-4460-431.75-10 for this 2019 vehicle replacement purchase. The Swaploader system with two bodies will exceed the budgeted amount of the previously planned replacement truck purchase by approximately $33,000.00.  Due to the reduced cost of a previous 2019 vehicle purchase, the additional $33,000.00 is available in account: 340-4020-418.75-10 and will be transferred to account: 340-4460-431.75-10 to satisfy this purchase.

 

A sales quotation from Rush Truck Center, Chicago, an image of the proposed changeable body system, and the Sourcewell contract are attached.

 

IMPACT STATEMENT:

The purchase of this tandem axle truck will reduce the maintenance and repair costs for the Street Maintenance Division and improve the safety and reliability of the fleet.

 

RECOMMENDATIONS:

That the City Council adopts a resolution authorizing the purchase of a replacement tandem axle truck for the Streets Maintenance Division, through Rush Truck Center, Chicago, using the Sourcewell Cooperative, in an amount not to exceed $210,831.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, 48-347, a 1999 International 4900 tandem axle dump truck has been identified for replacement; and

 

WHEREAS, the City of Aurora participates in Sourcewell for the purchase of replacement and additional vehicles; and

 

WHEREAS, $178,000.00 is budgeted in account: 340-4460-431.75-10 and $33,000.00 will be transferred from account: 340-4020-418.75-10 to 340-4460-431.75-10 for this purchase in 2019; and, is hereby submitted to the City Council for approval;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the City Council adopts a resolution authorizing the purchase of one tandem axle dump truck for the Streets Maintenance Division, in the amount of $210,831.00 from Rush Truck Center, Chicago, and the Purchasing Director be and is hereby authorized to issue the necessary purchase orders.
