PURPOSE:
The Aurora Police Department would like the authorization for the Purchasing Department to solicit qualified and interested vendors for bids for the 34 equipment storage units.
 
BACKGROUND:
In 2010, the Aurora Police Department secured the Department of Justice 2010 Edward Byrne Memorial Grant. The City of Aurora's portion of the block/formula grant was $73,702.00.  $8,255.00 of this was already used to purchase 31 ballistic helmets for the Special Response Team. The remaining $65,447.00 was originally going to be used to purchase two squad cars. However, the Police Department has decided that the storage units are needed more than these additional vehicles. Approved units should cost no more than $40,000.00.  The remaining Grant funds would be used to purchase approx. 38 rifle racks for squad cars.
 
DISCUSSION:
Though the Ford Utility squad cars have been well-received and have many advantages to the sedan squad cars, they do not come with a means to store police equipment.  As a result, a dedicated storage unit is needed to protect the equipment from theft and damage caused by its constant shifting and movement in the rear of the vehicle when unsecure.  In addition, the storage units will prevent items from becoming projectiles that could strike a vehicle occupant as a result of a crash or other sudden stop.  Items that need to be secured include ballistic shields, building entry tools, AEDs, crime scene tape, and first aid kits.
 
34 units are needed so that all of the Utility vehicles already purchased and that are planned to be purchased in 2014 can be equipped with a storage unit.     The funds for this purchase are currently in accounts 101-3536-421.61-40 and 101-3536-421.66-02.  A transfer of $25,700.00 from 66-02 to 61-40 was initiated on 09-26-13.  After the transfer is complete, all $65,447.00 will be in account 101-3536-421.61-40

The recommendation is for the authorization for the Purchasing Department to initiate this request for bids for 34 storage units for Utility squad cars.
