A Resolution Approving a Revision to the Final Plan for Unit Four of The Estate Homes of Verona Ridge Subdivision, Located at Verona Ridge, Unit 4 for a One Family Dwelling (1110) Use (Taylor Morrison of Illinois, Inc. - 17-00256 / SG12/3-17.023-Fpn/R - ES - Ward 5)
PURPOSE:
The Petitioner Taylor Morrison of Illinois, Inc. is requesting approval of a Final Plan Revision for additional building elevation options for the Estate Homes of Verona Ridge Subdivision, Unit Four. The proposal includes two new types of floor plans and elevations for two models of homes on 18 lots: the Becker and the Goodwin, both of which will complement the floor plans and elevations that were approved in 2015 for Verona Ridge’s Unit Four. These proposed floor plans and elevations are not replacing the floor plans and elevations that were approved in 2015, but are additions to the available choices that reflect the desires of homeowners.
BACKGROUND:
The Subject Property is currently Vacant Land/Open Space with E(S) Estate Single Family Detached Dwelling zoning. It is located in Unit 4 of the Verona Ridge subdivision. Details of the request include the addition of two new single family floor plans and four new elevations on presently undeveloped lots.
The proposed floor plans and elevations are consistent with the annexation agreement, which was approved in 2005, and may be developed on 18 lots. These proposed floor plans and elevations are consistent with the already built homes, in terms of scale and character. The existing floor plans and elevations were approved in 2015. The first proposed model, the Becker, is about 2,800 square feet, and maintains two stories, four bedrooms, and a three car garage. The second proposed model, the Goodwin, is 2,950 square feet, and maintains two stories, four bedrooms, and a three car garage. The biggest sellers are the 2,607 square feet Lexington Ranch home, and the 2,908 square feet Prescott two story home. These two models will slate in between the two, and just above the Prescott. These proposed floor plan and elevation revisions will have no impact on surrounding properties.
DISCUSSION:
Staff has reviewed the Final Plan Revision petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1(4): To encourage quality site design throughout the City of Aurora.
14.1(5): To provide for the visual enhancement of the City through attractive landscaping,
quality signage and diverse building design and arrangement.
23.1(3): To encourage quality design and practical innovations in both housing structures
and site development.
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of the resolution approving a revision to the Final Plan for Unit Four of The Estate Homes of Verona Ridge Subdivision.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated March 16, 2017, Taylor Morrison of Illinois, Inc. filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for additional building elevation options for The Estate Homes of Verona Ridge Subdivision, Unit Four and related required documents as attached hereto as Exhibit "A"; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on April 19, 2017, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on April 27, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as fact all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan; and,
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents, attached hereto as Exhibit "A" Floor Plans & Elevations, along with any dedications or modifications deemed necessary by the Aurora City Engineer.
