Requesting approval to purchase 16 Cale CWT Daily Parking Machines from Total Parking Solutions 2721 Curtiss St., Downers Grove, IL 60515 for the RT 59 Transit Center in the amount not to exceed $200,000.00.
PURPOSE:
The current RT 59 Transit Center daily parking machines are Digital Luke II that accept payment for parking by space number. The Luke II machines are not upgradeable to a pay by license plate system which is currently in use at the RT 25 Transit Center. With the reconstruction of the parking lot this year, this would be the optimum time to upgrade to a pay by license plate system.
BACKGROUND:
The RT 59 Daily Parking Machines are a pay by parking space that only accepts cash or a "smart card". These machines are eight years old and are not upgradeable to a pay by license plate system.
In 2014 the City solicited bids for new daily parking machines for the RT 25 Transit Center. Total Parking Solution ("TPS") submitted the low All Inclusive bid for Cale America CWT Pay by License Plate machine, ongoing fees, and maintenance & service contract. This machine is capable of being operated in several modes; Pay by Parking Space Number, Pay & Display Daily Parking Ticket or Pay by License Plate Number. Additionally, this machine accepts cash, credit or debit cards. To date we have been very pleased with the Cale machine and TPS customer service being used at the RT 25 Center. In addition, this machine will interface with the City's existing license plate recognition system for parking enforcement. It should be noted that TPS is located in Downers Grove, thus the closest of all companies that submitted bids. TPS will match their low bid of $11,625 per Cale CWT parking machine with the service & maintenance contract and all other line item costs submitted last year. There may be additional costs for concrete and electrical work.
DISCUSSION:
Replacing the existing RT 59 daily parking machines to the Cale CWT will standardize the type of daily parking machines and parking enforcement at both of Aurora's transit centers
In RT 59 Transit account 530-4434-437-7320, Capital Outlay Improvements/Parking Lots, there are funds reserved for the purchase of daily parking machines.
I'm recommending using the lowest bidder from the June 26, 2014 Walker Parking bid tabulation's as the basis for this purchase.
IMPACT STATEMENT:
Greater convenience for daily parkers of the transit centers. No impact to other departments.
RECOMMENDATIONS:
I'm requesting approval to purchase 16 new Cale CWT daily parking machine from Total Parking Solutions 2721Curtiss St. Downers Grove, IL 60515 in the amount not to exceed $200,000.00 The purchase of these machines will allow Aurora to standardize the methods for daily parking and enforcement at both the RT 25 and RT 59 Transit Centers

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The RT 59 Daily Parking Machines are a pay by space daily parking machine that only accepts cash or a "smart card". These machines are eight years old and are not upgradeable to since they have a numbered entry pad, and
WHEREAS, in 2014 the City solicited bids for new daily parking machines for the RT 25 Transit Center. Total Parking Solution submitted the low All Inclusive bid for the Cale America CWT Pay by Plate machine for $11,625 per machine and Service & Maintenance Contracts as well as other line items cost submitted, and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approval to purchase 16 Cale CWT Daily Parking Machines from Total Parking Solutions 2721Curtiss St. Downers Grove, IL 60515 for the RT 59 Transit Center in the amount not to exceed $200,000.00
