SUBJECT:

Phillips Park Waterfall Monument Repairs

 

PURPOSE:

To restore, repair, and improve the monument and pool liner of the Phillips Park Waterfall.

 

BACKGROUND:

The Phillip's Park Waterfall is located south of the intersection of S Smith Blvd & Wyeth Dr. The waterfall was originally built back in 1959 and over the course of the years the stone, brick, and concrete surrounding the monument have deteriorated and require repairs.

 

The interior plumbing and mechanical components of the waterfall were repaired and replaced in 2022.  In order to restore, repair, and enhance the exterior of the monument, repairs are needed for the exterior of the monument as well as the pool liner.

 

A decision package to fund the repairs is approved in the 2023 City budget.

 

DISCUSSION:

Using the Job Order Contracting program (R20-221) F.H. Paschen, S.N. Nielsen & Associates, LLC submitted the attached proposal to perform the necessary repairs in the amount of $89,400.07. Images of the waterfall, map of the area, the proposal, and scope of the work are attached.

 

A ten percent (10%) contingency of $8,940.00 is requested for this project.


Monies to fund this project are budgeted in 2023 and allocated in account 340-4440-451.38-05.

 

F.H. Paschen is not indebted to the City.

 

IMPACT STATEMENT:

Timeline and duration of repairs specifically to the pool liner could take the waterfall out of service temporarily to allow for repairs and curing to properly take place.

Denial of the repairs, will allow the waterfall monument to fall into a further state of disrepair.

 

RECOMMENDATIONS:

That the City Council adopts a resolution authorizing F.H. Paschen, S.N. Nielsen & Associates, LLC to restore, repair and improve the areas in disrepair in the surrounding exterior of the Phillips Park Waterfall for $89,400.07 and a contingency amount of $8,940.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Phillip's Park Waterfall is located south of the intersection of S Smith Boulevard and & Wyeth Drive; and

 

WHEREAS, the waterfall was originally built back in 1959 and over the course of the years, the stone, brick, and concrete surrounding the monument have deteriorated and are in need of repairs; and

 

WHEREAS, Using the Job Order Contracting program (R20-221) F.H. Paschen, S.N. Nielsen & Associates, LLC submitted a proposal to perform the masonry repairs to the monument, concrete repairs and epoxy installation to the waterfall pool liner in the amount of $89,400.07; and

 

WHEREAS, Monies to fund this project are budgeted in 2023 and allocated in account 340-4440-451.38-05; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the restoration, repairs, and improvements to the monument and pool liner of the Phillips Park Waterfall located in Phillips Park, Aurora, IL by F.H. Paschen, S.N. Nielsen & Associates, LLC for $89,400.07, and a contingency amount of $8,940.00 which is hereto and made part of and that the Purchasing Director is hereby authorized to issue the necessary purchase orders.
