A Planning and Development Committee Resolution Approving a Revision to the Final Plan on Lots 9 and 16 of the White Eagle Commons Resubdivision Located at 1303 Macom Drive, South of Montgomery Road and West of Macom Drive (Frontgate Properties - 18-0290 / NA33/4-17.142-Fsd/Fpn/R - SB - Ward 8)
PURPOSE:
The Petitioner, Frontgate Properties, is requesting approval of a Final Plan Revision on Lots 9 and 16 of the White Eagle Commons Resubdivision, details of which include the expansion of the existing parking lot, which presently serves a dental and medical office, to include twelve new parking spaces to the west of the existing building.
BACKGROUND:
The subject property is located at 1303 Macom Drive. The property is zoned PDD, Planned Development District and is located in the White Eagle Club development district, and is .89 acres. The previous Site Plan for Lot 9 of the White Eagle Commons subdivision was approved as AR1999-108 on September 22, 1999. This property currently maintains an approximately 4,700 square foot building, with 22 existing parking spaces, which is utilized for a dental and medical office.
The subject property also includes the .225 acres of vacant land directly to the west of the above mentioned dental and medical office. This is Lot 16 of the White Eagle Commons subdivision. This property was originally subdivided as PDFNL1994-022 on May 23, 1994.

The Petitioner is requesting a Final Plan Revision, details of which include the expansion of the existing parking lot on Lot 9, to include 6 new parking spaces on both Lot 9 and Lot 9A of the White Eagles Commons resubdivision, which is being approved concurrently with this project. The parking spaces will be directly to the west of the dental/surgical office. There will be no changes to the layout of the existing parking lot, except where it is necessary to accommodate the expanded parking area. This Final Plan Revision will provide a total of 32 parking spaces for this business.
Concurrently with this proposal, the Petitioner is requesting approval of a Final Plat Revision for Lot 16 of the White Eagle Commons subdivision. Details of the request include splitting Lot 16 into three separate lots. The Petitioner intends to utilize the resubdivided Lot 9A for the expanded parking lot for the adjacent dental and medical office, while the remaining Lot 15A and Lot 16A will be conveyed to the adjacent businesses.
DISCUSSION:
Staff has reviewed the Final Plan Revision petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (4): To encourage quality site design throughout the City of Aurora.
31.1 (5): To promote the vitality of existing commercial centers within the
commercial hierarchy.
32.1 (4): To enhance the quality of the visual and physical environment of the City
through the provision for landscaping in commercial development.
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of the Planning and Development Committee resolution approving a revision to the Final Plan on Lots 9 and 16 of the White Eagle Commons Resubdivision located at 1303 Macom Drive, south of Montgomery Road and west of Macom Drive.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated March 30, 2018, Frontgate Properties filed with the City of Aurora a petition requesting approval of a Final Plan Revision for Lot 9 of White Eagle Commons Subdivision and Lot 9A of White Eagle Commons Resubdivision located at 1303 Macom Drive being south of Montgomery, west of Macom Drive and west of State Route 59 for an addition to the parking lot and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-2”; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission, on May 2, 2018, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on May 10, 2018, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and Plat Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and
WHEREAS, the recommendation of the Aurora Planning and Development Committee is subject to appeal by the petitioner or a member of the Aurora City Council within the required appeal period which expires on May 16, 2018 at 5:00 p.m.; and
WHEREAS, the petition was not appealed by any of the aforementioned individuals this Resolution shall serve as final action on the Final Plan; and;
NOW, THEREFORE, BE IT RESOLVED that the Planning and Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL; and
BE IT FURTHER RESOLVED that the Planning and Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
