SUBJECT:

A Resolution authorizing the Director of Purchasing to enter into an agreement with RW Collins Company, 7225 W 66th Street, Chicago, IL in the amount of $121,541.50 to remove and dispose of the fueling system, which includes three underground fuel storage tanks, at 720 N. Broadway.

 

PURPOSE:

To obtain approval to remove and dispose of the fueling system, which includes three underground fuel storage tanks, at 720 N. Broadway.

 

BACKGROUND:

With the completion of the new Public Works Combined Maintenance Facility, the city's Central Garage, which will no longer be occupied and is considerably deteriorated, is anticipated to be demolished in the coming years.

 

As part of the demolition, the fueling area, which includes three underground fuel storage tanks, must be removed and properly disposed of. 

 

During the excavation and removal of the tanks, the city's consultant, Fehr Graham, will be onsite to collect all environmental samples required by the Environmental Protection Agency (EPA) for site clearance.

 

DISCUSSION:

The city published an Invitation to Bid and two (2) responses were received by the submission deadline of September 2, 2026.  Of the responses received, RW Collins Company was found to be the lowest responsible bidder in the amount of $121,541.50, which includes a $20,000 contingency to properly dispose of any contaminated soils or liquids encountered during the excavation and/or any other unforeseen conditions or additional expenses.

 

This work is part of CIP C123, which is approved in the 2026 budget, and will be paid using account number 236-1009-465.36-25 (Cleaning Services/Demolition), which has a current balance of $264,120.00.

 

The local bidder ordinance did apply to this solicitation but did not impact the award as neither of the respondents are local.

 

IMPACT STATEMENT:

Failure to remove the fuel system and tanks will prevent the City from completing the demolition and site preparation necessary to market this property, resulting in a potential loss of revenue.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the city is looking to remove and dispose of the fueling system, which includes three underground fuel storage tanks, as part of the demolition and site clearance for 720 N. Broadway, the former Central Garage for the city's Public Works Department; and

 

WHEREAS, An Invitation to Bid on the tank removal and disposal was published and of the two (2) responses received, RW Collins Company was found to be the lowest responsible bidder in the amount of $121,541.50; and

 

WHEREAS, funds will be provided as part of budgeted CIP C123 using account number 236-1009-465.36-25 (Cleaning Services/Demolition); and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is authorized to enter into an agreement with RW Collins Company, 7225 W 66th Street, Chicago, IL in the amount of $121,541.50 to remove and dispose of the fueling system, which includes three underground fuel storage tanks, at 720 N. Broadway.
