SUBJECT:

A Resolution authorizing the Director of Purchasing to award a contract to Geneva Construction Company in the amount of $3,157,899.95 for the remaining site work associated with the new Public Works Combined Maintenance Facility.

 

PURPOSE:

To award a contract for the remaining site work ("Phase 2") at the new facility in the amount of $3,157,899.96 to Geneva Construction Company, PO Box 998, Aurora, IL.

 

BACKGROUND:

The Public Works Department is consolidating the personnel and equipment from a handful of maintenance divisions (Electrical, Streets, Fleet, Water & Sewer, and Water Meter Maintenance) into a new, combined maintenance facility on a 25.4-acre city-owned parcel near Liberty and New York Streets.

 

In September of 2022, the City awarded a contract to Berger Excavating Contractors for Phase 1 of the sitework at this parcel, which included mass grading, onsite utilities, aggregate base, curb, and binder asphalt on the central entrance road and west yard, most of the site fencing, and a new salt storage dome.

 

Construction of the main building is ongoing and is anticipated to be completed by the end of 2024 or shortly thereafter.  With the building shell (exterior walls and windows) complete, the City is looking to award a contract for the remaining sitework ("Phase 2"), which includes aggregate base, curb, and binder asphalt east of the central entrance road (around the main building and fueling station, which is to be constructed concurrently), asphalt surface course pavement throughout the entire site, and a handful of other tasks required to complete the site work (such as site walls, select fencing/gates, fine grading, utility connections, sidewalk, etc.).

 

DISCUSSION:

The City published a Request for Bids for Phase 2 of the sitework and received three responses on May 15, 2024 (see bid tabulation attached as Exhibit 'A').  The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $3,157,899.95. This bid is attached as Exhibit 'B'.

 

The City Local Preference Ordinance did apply for this bid, but did not impact the decision.

 

The 2024 City Budget provides funds for this project (CIP C114) in the following accounts:

IMPACT STATEMENT:

This sitework contract will support the new facility, which will improve the working conditions and performance of the various City maintenance divisions to be relocated there.  It will also streamline city vehicle fueling (including police), salting, and mulch operations, all of which will improve resident safety and convenience.  Further, a central fleet and equipment housing facility such as this will result in saved time (and thereby cost) inherent to traveling back and forth between multiple facilities throughout the City.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, bids were received, publicly opened and read on May 15, 2024, with the bid tabulation attached hereto and incorporated as Exhibit 'A'; and

 

WHEREAS, Geneva Construction Company, PO Box 998, Aurora, IL was the lowest responsible bidder in the bid amount of $3,157,899.95; and
