SUBJECT:
Requesting approval for St. Joseph Catholic Church to have a Music Festival as part of their 2014 Oktoberfest event to be held on the parish grounds on October 12, 2014.
 
PURPOSE:
St. Joseph Catholic Church, located at 722 High Street, will be holding their Oktoberfest on Sunday, October 12th, 2014.  As part of the event, St. Joseph Catholic Church would like to have live musical entertainment, which requires City Council approval prior to the issuance of a permit.
 
BACKGROUND:
This yearly event will include one musical group, food and games.
 
DISCUSSION:
Our office has received an application for this event, including a certificate of Insurance, event Layout, and certificate of completion of Crowd Management training courses.  St. Joseph Catholic Church has also submitted an application for an assembly operational permit, and an inspection of the site will be conducted prior to the event.
 
The event will take place in the church parking lot at 722 High Street.  The hours of operation for the Festival will be from 11:30 a.m. to 6:00 p.m., and the music will be played from 12:00 p.m. to 5:00 p.m.

RECOMMENDATIONS:
It is my recommendation that this item be referred to the Government Operations Committee for their next meeting on September 23, 2014, with a direct recommendation to the City Council Meeting as New Business on the same day.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, St. Joseph Catholic Church will be holding their Oktoberfest on Sunday, October 12, 2014 and has applied for a Music Festival permit with music being allowed from 12:00 p.m. until 5:00 p.m.; and
 
WHEREAS, the organizer of this event has filed all appropriate documentation and paid all applicable fees required for the issuance of said permit.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Music Festival permit be issued to St. Joseph Catholic Church, 722 High Street, for October 12th, 2014 from 12:00 p.m. until 5:00 p.m.
