An Ordinance amending the following: Article 2-VI-2 of Chapter 2; Chapter 13.5; Article II of Chapter 22; Sections 201-207 of Chapter 34; and Sections 21-24 of Chapter 37; all relating to Administrative Boards within the Code of Ordinances.
PURPOSE:
This new section will codify the purpose and authority of the following Administrative Boards: Block Grant Working Committee ; Civilian Review Board; Civil Service Commission; Ethics Commission; Fox Walk Overlay District Design Review Committee; Human Relations Commission; Planning and Zoning Commission; Public Arts Commission; and Preservation Commission.
BACKGROUND:
The City has numerous boards and commissions which have all been established over the years at different times, with different resolutions or ordinances. This new section seeks to establish and codify the administrative boards.
DISCUSSION:
This next section of the revised ordinance codifies Aurora’s Administrative Boards. The other sections of boards and commission ordinances will be forthcoming.
IMPACT STATEMENT:
This revised section will codify and update Aurora’s Administrative Boards.
RECOMMENDATIONS:
Staff respectfully recommends that this Ordinance be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City's advisory boards and commissions are an integral part of the local community;
WHEREAS, the City's advisory boards and commissions selflessly serve the community through the dedication of their time, talent and service;
WHEREAS, the City seeks to codify all its boards and commissions;
WHEREAS, it is necessary to codify at the Administrative Boards established by the City;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows: that Chapter 2, Article 2-VI-2 of the Code of Ordinances, shall be and hereby is amended by adding sections 2-420 (Block Grant Working Committee), 2-425 (Civilian Review Board), 2-430 (Civil Service Commission), 2-435 (Ethics Commission), 2-440 (Foxwalk Overlay District Design Review Commission), 2-445 (Human Relations Commission), 2-450 (Planning and Zoning Commission), 2-455 (Public Arts Commission) and 2-460 (Preservation Commission), as set forth in Exhibit A; and further
BE IT ORDAINED, that Chapter 13.5 Civil Service be amended as set forth in Exhibit B; and further
BE IT ORDAINED, that Chapter 22 Human Rights, Article II, be amended as set forth in Exhibit D; and further
BE IT ORDAINED, that Chapter 34, Sections 201-207 regarding the Planning and Zoning Commission be amended as set forth in Exhibit E; and further
BE IT ORDAINED, that Chapter 37, Sections 21-24 regarding the Preservation Commission be amended as set forth in Exhibit F; and further
BE IT ORDAINED, that any prior resolutions and ordinances that are inconsistent or conflict with this resolution shall be and hereby be repealed.
