SUBJECT:

Resolution to purchase Matrox Keyboard, Video and Mouse Extenders for the Aurora 9-1-1 Center in the amount of $48,020 from CDW-G through the National IPA contract. Next available Finance Committee.

 

 

PURPOSE:

The purpose of this purchase is to replace aging PC extender equipment for the Dispatch Center’s 9-1-1 PC’s. This equipment allows the 9-1-1 PC’s to be placed a floor below the 9-1-1 Center within the PD’s server room where the noise and heat generated from the PC’s will not affect the Dispatch Center. In addition, IT staff are able to service the equipment without disrupting the operations of the 911 Dispatch Center.

 

The current units in service are approaching 6 years old and have been experiencing relatively high failure rates. The new extender units will provide higher reliability not only through a refresh of the hardware but also by consolidating multiple extender functions into a single device thereby reducing the number of failure points. The Matrox hardware has been pilot tested in the Dispatch Center for the past several months and has performed well to date.

 

BACKGROUND:

The previous extender units were purchased in Sept. of 2009 just prior to the Police Department moving into the new Police Headquarters building. The legacy extender equipment coming out of service will be re-purposed as spares for other legacy units remaining in service in the Dispatch Center. The equipment is being purchased as a sole source through the National IPA Technology Solutions Contract as a contract awarded to CDW Government of Chicago, IL. Please see the attached sole source affidavit.

 

The National Intergovernmental Purchasing Alliance Company (National IPA) aggregates purchasing volume of participating agencies in order to receive larger volume discounts from suppliers. All master agreements are publicly solicited, awarded, and held by a Principal Procurement Agency. National IPA serves as a government cooperative purchasing organization for agencies nationwide and their agreements are made available to eligible agencies including City and Local Governments.

 

DISCUSSION:

Available funds for the extender equipment will be drawn from Aurora’s Kane County ETSB’s Wireless 911 Funds. Sufficient funds are available in account 211-1233-419.64-10.

 

 

IMPACT STATEMENT:

There is no anticipated impact on the General Public, or other departments and divisions or any outside agencies.

 

 

RECOMMENDATIONS:

Recommend the City Council approve the resolution to purchase Matrox KVM extenders from CDW-G in the amount of $48,020.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora 911 Center's legacy keyboard, mouse and video (KVM) extenders are aging and require replacement; and

 

WHEREAS, CDW-G is capable of supplying the necessary Matrox KVM equipment; and

 

WHEREAS, the Matrox equipment is covered under the National Intergovernmental Purchasing Alliance Company (National IPA) through CDW-G; and

 

WHEREAS, the National IPA aggregates purchasing volume of participating agencies in order to receive larger volume discounts from suppliers; and

 

WHEREAS, All master agreements are publicly solicited, awarded, and held by a Principal Procurement Agency; and

 

WHEREAS, the National IPA serves as a government cooperative purchasing organization for agencies nationwide and their agreements are made available to eligible agencies including City and Local Governments; and

 

WHEREAS, the City's 2015 budget provides sufficient monies for this purchase in the amount of $48,020 in account 211-1233-419.64-10; and

 

WHEREAS, pursuant to Aurora Code Sections 2-335(a)(3) and 2-355(a)(5) the desired product is provided by only one source and is part of an agreement entered into by another governmental entity; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City authorize the resolution to purchase Matrox Keyboard, Video and Mouse Extenders for the Aurora 9-1-1 Center in the amount of $48,020 from CDW-G through the National IPA contract and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
