SUBJECT:
A Resolution Awarding a Contract to D Construction for the Farnsworth Avenue Water Main Replacement Project.
BGI Committee - February 24, 2014.  
 
PURPOSE:
To award a contract for the above referenced project.
 
BACKGROUND:
The existing 12" cast iron main is deteriorated and has experienced numerous main breaks over the past few years.  This has resulted in several water outages for the commercial businesses in this area including a senior housing facility and flooding damage to adjacent properties.
 
 
DISCUSSION:
The rehabilitation of this main will reduce or eliminate the reoccurring breaks in this area, the frequency of water service outages, and flooding to adjacent properties therefore reducing costs to the City for repairing main breaks and property damaged along with the reduction of water service interruptions to the business community along Farnsworth Avenue.
 
Eight (8) bids were received, and publicly opened and read on Wednesday, February 12, 2014. The low bid was submitted by D Construction, Inc. in the amount of $1,069,450.00.  The 2014 budget contains funding for this project in IC071 Account # 510-4063-511.73-02 (Water and Sewer Fund).
 
IMPACT STATEMENT:
This project will reduce the amount of reactive maintenance and allow more time for preventative maintenance by City crews.  Flooding damage to commercial properties will be reduced or eliminated reducing costs associated with repairing properties damaged by flooding during main breaks.  Water service interruptions to adjacent properties/businesses will be reduced or eliminated.
 
RECOMMENDATIONS:
We respectfully request that this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Eight (8) bids were received, publicly opened and read aloud on February 12, 2014 for the Farnsworth Avenue Water Main Replacement Project; and
 
WHEREAS, D Construction, Inc. was the low bidder having bid $1,069,450.00 and the bid tabulation is attached hereto and incorporated herein as Exhibit "A"; and
 
WHEREAS, funding has been provided in project IC071 account no. 510-4063-511.73-02; and
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows:  That the Mayor and City Clerk be and are hereby authorized to enter into an agreement with D Construction, Inc. of 1488 S. Broadway, Coal City, IL. 60416 for the Farnsworth Avenue Water Main Replacement Project - Indian Trail to Molitor Road as per the bid tabulation contained in Exhibit "A".
