SUBJECT:

To approve an Intergovernmental Agreement between the City of Aurora (CITY) and the Regional Transportation Authority (RTA) for the purpose of developing, installing and maintaining interagency signage and wayfinding products ("Interagency Signage").

 

PURPOSE:

The purpose of approving an Intergovernmental Agreement between the CITY and the RTA allows respective parties to adequately plan for the development, installation, and maintenance of interagency signage and wayfinding products.

 

BACKGROUND:

The RTA has developed a series of signs, maps, route diagrams and schedules to help riders more easily navigate the regional transit system. All of these products are designed to complement and reinforce each other, making transferring between services seamless and intuitive.

 

The interagency signage program is a collaborative effort between the RTA, its Service Boards, (CTA, Metra and Pace) and municipal partners. Substantial customer testing was used to help refine the design and messaging of the signage products.

 

The new signage system has three types of products; wayfinding signs, identification signs and service information panels, which include route maps, timetables and connection information.

 

DISCUSSION:

The terms contained in this agreement set forth have been agreed upon by both staff.

RTA and the CITY agree at all times to use their best efforts to cooperate fully with one another in the implementation of this IGA.

 

IMPACT STATEMENT:

Staff would anticipate that this project will increase the ridership from and to the Aurora Transportation Center by facilitating the navigation of the regional transit system.

 

RECOMMENDATIONS:

Staff would recommend APPROVAL of the Intergovernmental Agreement between the City of Aurora (CITY) and the Regional Transportation Authority (RTA) for the purpose of developing, installing and maintaining interagency signage and wayfinding products ("Interagency Signage").

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora (hereinafter “CITY”) and  the Regional Transportation Authority (hereinafter “RTA”) are each legal entities organized and existing under the laws of the State of Illinois, having among their powers the authority to contract with one another to perform the undertaking described herein; and

 

WHEREAS, the CITY and  are public agencies within the meaning of the Illinois Intergovernmental Cooperation Act as provided for in 5 ILCS 220/1, et seq.; and

 

WHEREAS, the purpose of the Intergovernmental Cooperation Act and Article 7, Section 10 of the 1970 Constitution of the State of Illinois include fostering cooperation among units of local government in planning and providing services to their constituents; and

 

WHEREAS, the CITY and RTA seek to enter into an intergovernmental agreement regarding Interagency Signage to help people who are transferring between Metra and Pace; and

 

WHEREAS, the City Council of the City of Aurora has determined that it is in the best interest of the City and its residents to enter into this Agreement; and

 

WHEREAS, the City Council has reviewed and approved the attached Intergovernmental Agreement.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the attached Intergovernmental Agreement between the CITY and RTA for Interagency Signage be approved, and the Mayor of the City of Aurora is hereby authorized and directed to execute the Intergovernmental Agreement on the behalf of the City.

 

NOW THEREFORE, BE IT FURTHER RESOLVED that City Clerk be directed to transmit certified copes of this Resolution and the attached Intergovernmental Agreement to  with copies to the Executive Director and the Division Manager of RTA, Regional Coordination, Regional Transportation Authority, 175 W. Jackson Blvd., Suite 1650, Chicago, IL 60604.
