SUBJECT:

A Resolution to award the Hazel CSO Sewer Separation, Sanitary Extension, and Water Main Improvements project, located in Ward 4 to Performance Construction & Engineering, LLC, in the bid amount of $4,618,028.00.

 

PURPOSE:

To upsize the existing 4" DIP water main, separate the storm sewer from the Hazel Combined Sewer Outfall, and extend the sanitary sewer to separate the sanitary services.

 

BACKGROUND:

The location of the water main to be replaced can be seen in the attachment, Exhibit A - Engineering Plan Set.  Water services from the existing water main will be replaced and switched over to the new main, most of which are currently lead service lines and will be fully replaced to the meter with homeowner approval.

 

DISCUSSION:

A total of three bids were received, opened, and reviewed on May 13, 2026. The lowest bid came in at 1.56% lower than the Engineer's estimate. Attached are Exhibits B & C, the posted bid document and the bid tabulation. Performance Construction & Engineering, LLC 's submitted bid can be seen in the attached Exhibit D, and their verification of good standing in Exhibit E. The lowest responsible bid received was in the amount of $4,618,028.00 by Performance Construction & Engineering, LLC. The water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) for $1,014,978.00 & $1,219,850.00 respectively which has a 2026 total budgeted amount of $5,250,000.00 (IC076) & $7,500,000 (IC080), the sewer separation will be funded with account 281-1856-512-73-09 (B031) for $1,837,844.00 which has a 2026 total budgeted amount of $2,800,000.00, and the sanitary extension will be funded with account 510-4063-511-73-14 (IB018) for $545,356.00 which has a 2026 total budgeted amount of $3,000,000.00.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

IMPACT STATEMENT:

There may be lane closures during the duration of the project. General impacts to traffic and residents will be kept to a minimum with lifted parking restrictions as required. Water shutdowns during the project will be planned and coordinated with the residents affected.

 

RECOMMENDATIONS:

I request the proposed resolution awarding the Hazel CSO Sewer Separation, Sanitary Extension, and Water Main Improvements contract to Performance Construction & Engineering, LLC. in the bid amount of $4,618,028.00 be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the project will upsize the existing 4" DIP water main, separate the storm sewer from the Hazel Combined Sewer Outfall, and extend the sanitary sewer to separate the sanitary services; and

 

WHEREAS, to Performance Construction & Engineering, LLC, submitted the lowest responsible bid out of three bids received, opened and reviewed on May 13, 2026; and

 

WHEREAS, the water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) for $1,014,978.00 & $1,219,850.00 respectively which has a 2026 total budgeted amount of $5,250,000.00 (IC076) & $7,500,000 (IC080), the sewer separation will be funded with account 281-1856-512-73-09 (B031) for $1,837,844.00 which has a 2026 total budgeted amount of $2,800,000.00, and the sanitary extension will be funded with account 510-4063-511-73-14 (IB018) for $545,356.00 which has a 2026 total budgeted amount of $3,000,000.00.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Performance Construction & Engineering, LLC. in the bid amount of $4,618,028.00.
