SUBJECT:

A resolution to allow the Director of Procurement to execute a contract with D. Construction, Inc. of 1488 S. Broadway, Coal City, IL 60416 in the amount of $528,976.80 for the South Eola Road Stormwater Management and Conveyance Improvements in Ward 9.  See Exhibit A for a project location map.

 

PURPOSE:

To execute a contract with D. Construction, Inc. for installation of approximately 2,200 feet of storm sewer and modification of two detention basin outflow control structures.

 

BACKGROUND:

The need for this project was evident following the storm event of April 2013, which flooded South Eola Road near Barrington Drive and several other nearby intersections for an extended period of time.  Pumps were operated at the downstream end of the drainage system to lower the water levels enough to make roads passable for vehicles.

 

Phase 1 of the project involved evaluating alternatives to determine the right combination of improvements to alleviate flooding issues in the area without creating adverse impacts at other locations.  That phase started in 2013 and was completed in September 2015.  Phase 2 developed final engineering plans and specifications from the concept-level plans prepared in Phase 1.

 

The South Eola Road Stormwater Management and Conveyance Improvements project was advertised publicly.  Exhibit B is a copy of the project advertisement.  The bids were received, opened, and read aloud on June 28, 2017.  The five qualifying bids are tabulated in Exhibit C.  Exhibit D is a copy of the low bid from D. Construction, Inc.

 

DISCUSSION:

Project B049 account 280-1852-512.81-90 has sufficient funds for this project.

 

IMPACT STATEMENT:

Royal Lane and Ellington Drive will be closed during construction, but detour routes will be marked in order to maintain the flow of traffic.

 

RECOMMENDATIONS:

Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the proposed stormwater management and conveyance improvements will alleviate a known flood hazard; and

 

WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and

 

WHEREAS, D. Construction, Inc. of 1488 S. Broadway, Coal City, IL 60416 submitted the lowest responsible bid out of five (5) bidders; and

 

WHEREAS, Project B049 account 280-1852-512.81-90 has sufficient funds for this project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to D. Construction, Inc. in the amount of $528,976.80 for the South Eola Road Stormwater Management and Conveyance Improvements is hereby approved, and the Director of Procurement is hereby authorized to enter into such a contract on behalf of the City.
