A Resolution to award the Marion Ave., Lafayette St., and Seminary Ave. Sewer Separation project located in Wards 3 and 4 to Performance Construction & Engineering, LCC of Plano, IL in the bid amount of $1,027,780.00.
PURPOSE:
To install a new storm sewer removing stormwater from the combined sewer system at several locations including Marion Ave., Lafayette St., and Seminary Ave. Any confirmed lead water services in the project limits will be replaced as part of this project.
BACKGROUND:
A new storm sewer will be installed to remove surface drainage flows from the combined sewer system. A location map is attached as Exhibit A to show the limits of the project. This project will help satisfy the requirements associated with the City's Long Term Control Plan and the City's Illinois Environmental Protection Agency Combined Sewer System Overflow. Lead water services within the project corridor will be replaced with the approval of each homeowner.
DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Two conforming bids were received, publicly opened and read aloud on April 10, 2024. The bid tabulation and the contract to be executed upon City Council approval are attached as Exhibits C and D respectively.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
Portions of the project are accounted for within two 2024 budgets. $386,200.00 within account 510-4058-511-73-02 (IC080, $3,000,000.00 Lead Water Service Line Replacement), and $641,580.00 within account 281-1856-512-73-09 (B031, $3,000,000.00 LTCP Improvements - Sewer Separation).
IMPACT STATEMENT:
Traffic will be detoured to adjacent blocks, but the increase in traffic on the adjacent neighboring blocks will be temporary and negligible. At times, residents may lose driveway access, but the contractor will provide adequate notice ahead of time. Water and sanitary service interruptions will be kept to a minimum during construction of this project.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, (new storm sewer is desired to remove stormwater from the combined sewer system along Marion Ave., Lafayette St., and Seminary Ave.; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, two conforming bids were received and read aloud on April 10, 2024, with Performance Construction & Engineering, LCC submitting the lowest responsible bid in the amount of $1,027,780.00; and
WHEREAS, a portion of the project ($386,200.00) is budgeted for in 2024 within account 510-4058-511-73-02 (IC080, $3,000,000.00 Lead Water Service Line Replacement); and
WHEREAS, a portion of the project ($641,580.00) is budgeted for in 2024 within account 281-1856-512-73-09 (B031, $3,000,000.00 LTCP Improvements - Sewer Separation).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Performance Construction & Engineering, LCC of Plano, IL in the bid amount of $1,027,780.00.
