SUBJECT:

Resolution Authorizing the Director of Purchasing to sign the Engineering Services Agreement with HR Green, Inc. for the Paramount Riverwalk Promenade Project 

 

PURPOSE:

This Resolution will Authorize the Phase II Engineering Services Agreement to prepare Permits and Bid Documents including Plans, Specifications and Estimate of Cost for repairs to the Riverwalk Promenade located next to the Paramount Theatre Buildings from Downer Place to Galena Boulevard.  

 

BACKGROUND:

The Paramount Riverwalk Promenade is a concrete and brick walkway that overhangs the Fox River and connects sidewalks from Downer Place to Galena Boulevard. The walkway is supported by concrete encased steel cantilevered beams from the adjacent Paramount buildings. The original construction of the main structural components date back to 1915. Other additions and renovations to the Promenade were done in 1977 and 1994.

 

DISCUSSION:

In 2016, the city began a program to inspect Pedestrian (Ped) Bridges and the Paramount Promenade.  The Ped Bridges were found to be in good condition. The Promenade was determined to be in fair to poor condition with spalled and deteriorating concrete, exposed rebar and extensive deterioration to some structural elements.  The inspection also identified the Promenade near Downer Place to be a 3" slab on a pan joist system that limits loads to 1 Ton.  Due to the condition and load limits identified in the report, the city has posted that no motorized vehicles are allowed on the Promenade. This restriction has limited the city's ability to fully utilize the Promenade. The 3 Ped Bridges and Promenade were inspected for a total cost of $16,371. The Promenade's report is attached as Exhibit 'A'.

 

In 2017, the city retained HR Green to complete an in-depth technical review of the Promenade and determine repair options to address deterioration, appearance, drainage and return the walkway to full use. The review concluded the following 3 options with Estimated Construction Cost:  Option 1 - Repair and Re-Use, $570,000; Option 2 - Repair and Build New Foundations, $2,950,000; Option 3 - Complete Replacement, $3,570,000.  Option 2 & 3 are significantly more because they would involve installing piers in the Fox River and removing the cantilevered beams that are integral with the Paramount buildings. Due to the costs, construction impacts and duration, staff has determined that Option 1 would be the best solution to address the identified deterioration and design deficiency.  The Technical Review was completed for $19,519 and that report is attached as Exhibit 'B'.  

 

At this time, the city is prepared to move forward to have detailed plans and specifications completed for the Promenade repairs and upgrades. The attached Phase II Engineering Agreement from HR Green, attached as Exhibit 'C' in the amount of $52,801.28, will provide all necessary engineering services to survey, secure permits and design the improvements as discussed herein.  The Engineering is expected to be completed within 6 months.  The majority of the promenade frontage is owned by the Paramount.  City staff has discussed with ACCA staff the need to move this project forward.  ACCA and the City of Aurora have requested financial assistance for the project through a potential State Capital Bill.  We wish to proceed quickly with the design documents (front funded by the City of Aurora).  Cost associated with the Phase 2 engineering will be part of the City contribution specified in a future funding agreement between ACCA and the City of Aurora for the construction and construction engineering.

 

The 2018 Budget provides $53,000 for this item in account no. 340-4460-431-73.80, (CapA) Project # GO16.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to make repairs to the Paramount Riverwalk from Downer Place to Galena Boulevard; and

 

WHEREAS, there is a need for an Engineering Agreement with HR Green, Inc., 420 N. Front Street, McHenry, Illinois 60050 in an amount not to exceed $52,801.28, a copy of which agreement is attached hereto and incorporated herein as Exhibit 'C'; and

 

WHEREAS, the 2018 City Budget provides $53,000 for this item in account no. 340-4460-431-73.80, (CapA).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the Engineering Agreement with HR Green as set forth in Exhibit 'C'; and

 

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any other related Agency Documents or Permit items that may be required for advancement and completion of said project.
