PURPOSE:
On August 26, 2014, the Aurora City Council authorized the Mayor and City Clerk to execute a contract with Superior excavation for the construction of the Charles Harrison Sewer Separation Project. The construction engineering services to be provided by Wills Burke Kelsey are needed in order to ensure that the installation of the public improvements is in accordance with the construction plans and specifications..
BACKGROUND:
The US and Illinois Environmental Protection Agency has required the City of Aurora to develop and implement a Combined Sewer Overflow Long Term Control Plan (LTCP). Sewer separation is a component of the approved LTCP.
DISCUSSION:
This work will be performed by Wills Burke Kelsey Associates on a time and material basis with a not to exceed maximum of $121,068.00. Funding for this work is included in the 2014 Budget within CIP No. B037, Account no. 280-1852-512-81-23 (Stormwater Management Fee Fund).
IMPACT STATEMENT:
These improvements will reduce the frequency and severity of basement backups and raw sewage discharges into the Fox River..

We respectfully request that this item be forwarded to the BGI Committee for consideration.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Charles Harrison Sewer Separation Project is a component of Aurora's Environmental Protection Agency mandated Combined Sewer Overflow Long Term Control Plan; and
WHEREAS, the 2014 Budget provides funding for this work within B037, Account No. 280-1852-512-81-23 (Stormwater Management Fee Fund); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor and City Clerk are hereby authorized to enter into an agreement with Wills Burke Kelsey Associates to provide construction engineering related services for the Charles Harrison Sewer Separation Project for a total not to exceed amount of One Hundred and Twenty One Thousand, Sixty Eight Dollars and no Cents ($121,068.00).
