Request to accept the proposal of LSA Planning of Alexandria, Virginia in the amount of $28,940, as the most qualified and highest scoring based on the factors of previous experience, project approach, proposed personnel, price, and quality of proposal to create 2020-2024 HUD required Consolidated Plan (ConPlan) and to update the Neighborhood Revitalization Strategy Plan (NRSA).
PURPOSE:
Staff seeks approval for the award of Proposal 19-22 (Attachment A) to LSA Planning in the amount of $28,940 to assist in the creation of the 2020-2024 ConPlan and NRSA. The goal of this contract is to assist staff with community outreach, data analysis, and other requirements included in the Department of Housing and Urban Development (HUD) required five-year plan. (For information regarding the City's current 2015-2019 ConPlan, please see the ConPlan's Executive Summary, Attachment C.) This proposal will also assist in the update of the NRSA (Attachment D) to meet HUD requirements to amend the NRSA’s geographic boundaries, establish new priorities, and conduct community outreach where necessary. (For information regarding the City's current NRSA Plan (amended in 2011), please see the NRSA’s Information Summary, Attachment D.)
BACKGROUND:
A public notice was published on March 11, 2019 for Request for Proposal 19-22 (RFP). The RFP package was sent to 150 firms and also posted to the City's website. The RFP included the evaluation of five components to qualify the proposals, with all proposals due on April 12, 2019. Each of the five components, including previous experience, project approach, proposed personnel, price, and quality of proposal, was worth 20 points each for a total score of 100. Four proposals were received and a total of seven City of Aurora employees from three separate departments (Finance, Innovation and Core Services, and Planning & Zoning) reviewed the proposals, with the highest and lowest total score removed from averaging. The remaining five total scores were averaged together producing the final results, with LSA Planning (Attachment B) receiving the highest score and determined to be the lowest responsible bidder.
Local preference did not apply to this request for proposal.

DISCUSSION:
The City of Aurora receives approximately $2.5 million dollars annually in federal funds, and the City's adoption of its 2020-2024 ConPlan is a requirement to receive these funds. The NRSA is tool that can be used to incentivize investment in designated areas of the City and also reduce the burden of required reporting for neighborhood revitalization and economic development projects.
Account 101-1330-463.32-61 has a total budgeted amount of $28,000 in 2019. Staff has received approval for a budget transfer from account number 101-1330-463.45-12 to account number 101-1330-463.32-61 to cover the remaining $940 of the contract.
IMPACT STATEMENT:
This action will assist staff in creating a HUD required 2020-2024 ConPlan and NRSA update and will have a positive impact on the City’s community development efforts for creating a required report, but also establishing high priorities and identifying need in the City. Substantial completion for this contract is expected by May 2020 when the 2020 funding announcements are received by the HUD and the plan can be officially submitted for approval.
RECOMMENDATIONS:
Staff recommends approval of the consultant contract in the amount of $28,940 to assist in the creation of the 2020-2024 ConPlan and to update the NRSA Plan to be substantially completed by May 2020.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, WHEREAS, the City of Aurora has initiated numerous community development activities through participation in the U. S. Department of Housing and Urban Development's Community Development Block Grant, HOME Investment Partnership Act Grant, and Emergency Solutions Grant Programs; and
WHEREAS, the City of Aurora’s Finance Committee recommended approval to accept the proposal from LSA Planning to create the 2020-2024 Consolidated Plan and Neighborhood Revitalization Strategy Area update; and
WHEREAS, the combined Request For Proposal Scoring Team selected LSA Planning as the most responsible firm to create the 2020-2024 Consolidated Plan and to update the Neighborhood Revitalization Strategy Area Plan.
WHEREAS, the 2019 budget provides $28,000 in account 101-1330-463.32-61 and a budget transfer has been submitted for the remaining balance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: To award the contract to LSA Planning for their proposal to create the 2020-2024 Consolidated Plan and to update the Neighborhood Revitalization Strategy Area Plan in the amount of $28,940.
