Resolution authorizing expenditures exceeding $25,000 for purchase and installation of three helical piers for the observation decks at Mastodon Island.
PURPOSE:
To authorize the contract for installation of the helical piers for the observation decks
BACKGROUND:
The original bid for construction of the Mastodon Island was completed in the fall of 2017 and the project was awarded to Elanar Construction which did not include the ammenties for the island. In the spring of 2018, after submitting our application for permits it was discovered that the building plans for the observation decks did not meet Building & Permits requirements, after a meeting with B&P it was established that in order to meet the safety requirements, the observation decks needed to be installed with helical piers. Elanar was not able to perform this specialized work. The consultant estimated the costs to be less than $25,000, so we followed the informal solicitation process for the anticipated purchase and installation of the helical piers.
An informal solicitation was sent to five vendors provided to Purchasing from the consultant working on the Mastodon Island project and an online search. Two companies responded to the solicitation and of the two companies only Techno Metal Post offered installation services.
Since this was performed as an informal solicitation, the local preference ordinance did not apply.
DISCUSSION:
The original proposal from Techno Metal Post for purchase and installation of three helical piers came in at $44,550, due to the cost we decided to move forward with just one helical pier for $17,875, however due to weather related delays, the work was postponed to spring 2019. During a recent meeting with Techno Metal Post to discuss scheduling for the upcoming work, they offered to install the two remaining piers for $10,000 each ($20,000) for a total discounted rate for three piers in the amount of $37,875.00, including installation. After additional research we feel that this is a very good price for the specialized products and services that we need to complete this portion of the project.
The 2019 budget provides funds in the amount of $223,300 353-4440-451-7343 (F053).
IMPACT STATEMENT:
Authorization would allow for installation and completion of all three observation decks and offer two additional amenities for the newly remodeled Mastodon Island.
RECOMMENDATIONS:
Recommend authorizing expenditures in the amount of $37,875.00 for the purchase and installation of helical piers for observation decks at Mastodon Island from Techno Metal Post Illiana, LLC.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The 2019 budget provides funds in the amount of $223,300 353-4440-451-7343 (F053); and
WHEREAS, Techno Metal Post was the only vendor who submitted pricing which included installation of the specialized helical piers; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: A resolution authorizing expenditures in the amount of $37,875.00 for the purchase and installation of helical piers for observation decks at Mastodon Island from Techno Metal Post Illiana, LLC.
