A Resolution to Award the Contract for the S. Stolp Avenue Streetscaping Improvements to Landmark Contractors, Inc.
PURPOSE:
To award the construction contract to complete the public improvements primarily along the west side of S. Stolp Avenue between the intersections of Downer Place and Benton Street.
BACKGROUND:
The City has previously received complaints regarding the inaccessibility of the sidewalk on the west side of S. Stolp Avenue between Downer Place and Benton Street. After inspection by the engineering division, it was confirmed that the existing sidewalk slope greatly exceeds the maximum allowable of 2% cross slope along the majority of the block. In addition, two out of the three building entrances, including 61 and 75 S. Stolp Avenue, both have steps up to the building entrance stoop making them inaccessible. The sidewalk along the west side of the block will be modified to address these accessibility concerns. This will involve eliminating a few parking spaces and pushing the sidewalk away from the building entrances into the pavement. The project will also include adding lighting along the block, the addition of brick ribbons behind the curb to match the downtown standards where sidewalk is to remain, brick in the northeast and northwest landings at the Benton and Stolp intersection and the installation of landscape islands. A location map of the project is attached as Exhibit A.
DISCUSSION:
Bids were opened on August 13, 2025. The lowest responsible bid was submitted by Landmark Contractors, Inc. in the amount of $302,940.75 which can be seen in the attached Exhibit B - Bid Tabulation was 3% below the Engineer's Estimate. Landmark Contractors has successfully completed similar projects in the City of Aurora. The project plans and bid document can be found as Exhibits C and D respectively. Landmark's bid is also attached as Exhibit E. The majority of the funds are available for Streetscape improvements ($283,000) in account 340-4030-418-65-99 ($289,800.00 approved 2025 budget, A040). The remainder of the improvements will be completed with a transfer of from 340-4030-418-73-99 ($200,000 approved 2025 budget, A065).
Local preference does apply to this bid, however no local contractor submitted.
IMPACT STATEMENT:
Construction is expected to begin in September and be completed by October prior to the Lumenaura festival. Traffic will experience delays and may be re-routed to adjacent blocks during active construction.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to complete the improvements to S. Stolp Avenue between the Intersection of Benton Street and Downer Place to address accessibility concerns; and
WHEREAS, bids were received and publicly opened and read on August 13, 2025 with a bid tabulation attached hereto and incorporated as Exhibit 'B'; and
WHEREAS, Landmark Contractors, Inc., 11916 W. Main St., Huntley, IL 60142 was the lowest responsible bidder in the amount of Three Hundred Two Thousand, Nine Hundred Forty Dollars and Seventy-Five Cents ($302,940.75); and
WHEREAS, the 2025 City Budget provides funds for the project in accounts 340-4030-418-65-99 ($283,000, A040) and 340-4030-418-73-99 ($19,940.75, A065).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Landmark Contractors, Inc. for the unit prices shown within the bid as set forth in Exhibit 'B'.
