2021 Ward 9 Block Party Assistance Program
PURPOSE:
The 2021 Ward 9 Block Party Assistance Program will support block parties being held in Ward 9.
BACKGROUND:
Build community by encouraging Block Parties to be held in Ward 9.
DISCUSSION:
Reimbursements will be made from the Ward 9 grant account, 319-1350-419.50-50. The program will not be extended past the current Alderman's term.
IMPACT STATEMENT:
Approval of this program will encourage Ward 9 residents to host block parties and get to know their neighbors in a fun environment.
RECOMMENDATIONS:
Approve the Ward 9 Block Party Assistance Program.

A Resolution approving the 2021 Ward 9 Block Party Assistance Program.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The applicant must have an approved City of Aurora Block party permit, Park District permit or signed contract with a Ward 9 Non-Profit Venue for the Community Gathering. All stipulations of the permit or Contract must be followed, and
WHEREAS, a Block Party or Community Gathering eligible for the Ward 9 grant program consists of a group of Neighbors wishing to block of their street or area for a "get-together" party. The event may not be a personal, family, or political event i.e. birthday parties, weddings, fundraisers or exclude specific people, and
WHEREAS, the City of Aurora Alderman's office must be notified in writing prior to the event that the entity plans to file for the Assistance Program and all 2021 Ward 9 Block Party applications filed in June will be eligible; and
WHEREAS, a Ward 9 Homeowners Association/Townhome Owners Association (HOA/TOA) or other Nonprofit can seek reimbursement of up to $600 for food, beverage (non-alcoholic), activities (bounce house, etc.) or entertainment; and
WHEREAS, an individual or group that is not part of a Nonprofit that is approved for a block party may seek reimbursement of up to $250 for food, beverage (non-alcoholic), activities (bounce house, etc.) or entertainment. No more than two (2) Streets/Blocks in a specific existing HOA/TOA will be eligible for the Assistance Program. No more than five streets/blocks that are not in an existing HOA/TOA will be eligible for the assistance program; and
WHEREAS, Only submitted receipts from City of Aurora businesses within the City limits will be eligible for reimbursement. Please verify that the receipts are not from businesses with an Aurora address but not within the City limits. (Unincorporated areas).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the 2021 Ward 9 Block Party Assistance Program is approved.
