SUBJECT:

Finance Committee approval to retain the services of Dewberry Architects Inc. of Elgin, IL. for the design and engineering phase of replacement Station #7 in the amount of $192,300.00.  

 

PURPOSE:

To have the replacement Station #7 design, engineering study, architectural drawings, construction documents, and other necessary groundwork completed in order to begin construction in the future at such a time as funding permits.

 

BACKGROUND:

A Capital Improvement Plan for the replacement of Station #7, built in 1957, was originally submitted in 2007. The plan proposed that the design and engineering phase of the project take place in one year followed by building construction during the next year. Funds were approved in the 2015 budget to move forward with the design and engineering phase of the project. Prospective Architectural firms responding to a Request for Proposal were evaluated by a selection committee and recommended Dewberry Architects Inc. as the architect for the project. Dewberry Architects Inc. of Elgin, IL. provided the architectural services in 1993 for the construction of Fire station #8 and Customer Call Center with a high degree of competence. The design of Station #8 has served the Fire department well.

 

DISCUSSION:

Completing the design and engineering phase of the Fire Station #7 project will allow construction to begin in the future as funding allows. Construction of a new station will address the various issues of a 57 year-old building such as limited space for parking modern fire apparatus, building mortar deterioration, as well as aged plumbing, electrical systems and infrastructure. In addition, a new facility will allow for the eventual addition of a 7th ambulance to serve the City. The contract for design, engineering, and construction services presented by Dewberry Architects Inc. has been reviewed and approved by the City’s legal department and is attached. Funds for the design and engineering phase are available in account #340-3033-422.72-35 of the Capital Improvement Fund A.

 

 

IMPACT STATEMENT:

During the design and engineering phase, other divisions in the City may need to be consulted or otherwise need to participate in the process. These divisions include but are not limited to Engineering, Building & Permits, Planning & Zoning, Public Properties, Legal, and Public Works. In addition, options available during the design process may include consideration as to the permanent closing of a portion of Heywood and Kenilworth to accommodate the new building.

 

RECOMMENDATIONS:

Request to have the Finance Committee approve the contract for design and engineering services from Dewberry Architects Inc. of Elgin, IL. in 2015 for the replacement Fire Station #7 in the amount of $192,300.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, A new fire station is needed to replace aging Fire Station #7; and

 

WHEREAS, An architect is needed to design and engineer the new fire station and Dewberry Architects Inc. was selected through the RFP process to perform the services; and

 

WHEREAS, this project is to be funded by Capital Improvement Fund A, account #340-3033-422.72-35.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approval of the contract and retention of Dewberry Architects Inc. to design and engineer the replacement of Station #7 in the amount of $192,300.00 and does further authorize the Director of Purchasing to issue the necessary orders to implement the same.
