A resolution to award the 30" CMP Storm Sewer Cured in Place Pipe Lining Contract located in Ward 1 to Benchmark Construction Co., Inc., 2260 Southwind Blvd., Bartlett, IL 60103.
PURPOSE:
To prevent the need for future excavation or maintenance of a 30" corrugated metal pipe (CMP) running through the Annunciation Cemetery established in 1875.
BACKGROUND:
The engineering division was notified in the fall of 2017 that the detention basin outfall for the Lora Lei Acres subdivision was performing inadequately. An investigation was conducted on the downstream pipe that included televising the sewer. A location map attached as Exhibit A shows the location of the downstream pipes. Immediately downstream of the subdivision within the Annunciation Cemetery is a 30" CMP that has a blind 45 degree bend and which is showing signs of deterioration including rust, small holes and dents. As the pipe exited the cemetery, it abruptly transitioned to a 12" plastic pipe that was found to be partially crushed by a rock. This break in the 12" pipe was found to be the cause for the recent upstream drainage issues. The City of Aurora Water & Sewer Maintenance Division promptly fixed the 12" damaged pipe and also installed a manhole at the transition from the 30" to 12" pipe. At that time it was determined that the 30" CMP should be lined to prevent further deterioration and the need to perform maintenance activities in the cemetery.
DISCUSSION:
Six bids were received, opened, and read aloud on March 14, 2018. The bid tabulation can be seen in the attached Exhibit B. An alternate bid was available which would have allowed a contractor to centrifugally spray a concrete liner onto the CMP in lieu of installing a Cured in Place Pipe (CIPP) liner. One alternate bid was submitted but is was nearly twice as expensive as the lowest submitted bid for installation of a CIPP liner. The lowest total bid in the amount of $56,530.00 was submitted by Benchmark Construction. The storm sewer improvements will be funded with account 280-1852-512-81-23. Also included as Exhibits B & D are the advertisement for bid and Benchmark Construction's submitted bid.
IMPACT STATEMENT:
The Annunciation parish has been notified of the pipe liner installation and they expressed gratitude that the project would prevent future maintenance of the pipe. The preparation of the pipe and installation will each take a day and no properties will be affected by the operations because they will be performed during dry conditions. No restoration will be required after the completion of the liner installation.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, this project will prevent the need for future maintenance of a 30" corrugated metal pipe running through the Annunciation Cemetery established in 1875;
WHEREAS, Benchmark Construction Co., Inc. submitted the lowest responsible bid out of 6 bids received, opened and read aloud on March 14, 2018;
WHEREAS, the storm sewer improvements have been funded in the 2018 budget within account 280-1852-512-81-23.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Procurement is hereby authorized to execute a contract with Benchmark Construction Co., Inc., 2260 Southwind Blvd., Bartlett, IL 60103 in the amount of fifty-six thousand, five hundred thirty dollars and zero cents ($56,530.00).
