A resolution authorizing a revenue sharing agreement between the City of Aurora Fire Prevention Bureau and Inspection Reports Online (IROL).
PURPOSE:
The purpose of this resolution is to authorize a revenue sharing agreement between the City of Aurora Fire Prevention Bureau (AFPB) and Inspection Reports Online (IROL).
BACKGROUND:
The AFPB began using the web-based inspection reporting system IROL in 2015 to manage life safety inspections and testing. The program communicates, manages, and tracks all inspection, testing and maintenance (ITM) documents required for the department to maintain National Fire Protection Association (NFPA) standards.
DISCUSSION:
IROL offers the ability for municipalities to participate in a revenue sharing program at no additional cost to the city. IROL currently has a base submission fee of $19.99 per report that is paid by the service provider. The attached agreement proposes a share of $5.00 per submitted report for the AFPB, which will increase the total submission fee to $27.99 per report, which includes all administrative fees.
AFPB will receive payment from IROL on a quarterly basis in the amount associated with total number of submissions per quarter at the $5.00 per submitted report.
IMPACT STATEMENT:
The resolution, if approved will have a positive impact on the AFPB.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the city has successfully been utilizing IROL since 2015 to manage system inspection, testing and maintenance records; and
WHEREAS, IROL offers a revenue sharing option at no additional cost to the city; and
WHEREAS, it is the request of the Fire Prevention Bureau to implement this cost-sharing program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Chief Financial Officer is authorized to execute the agreement (attached as Exhibit A) on behalf of the City.
