SUBJECT:

A resolution authorizing the Director of Purchasing to Process a Change Order to the contract with Crawford Murphy & Tilly, Inc. for Resident Inspection and Engineering Services in the amount of $60,000.00.

 

PURPOSE:

To provide the City with inspection of public improvements constructed as part of private new development projects and other related services throughout the City of Aurora for the remainder of 2025.

 

BACKGROUND:

Crawford Murphy and Tilly, Inc. (CMT) has provided the City with resident inspection services for over 20 years.  Their existing contract expires at the end of 2025.

 

The City issued a Request for Qualifications for Resident Inspection and Plan Review Services.  Statements of Qualifications were received from six (6) engineering firms on September 14, 2022.  This was a qualifications-based selection process for professional engineering services.  Since it was qualifications-based, the Local Vendor Preference Ordinance does not apply.

 

DISCUSSION:

CMT was selected as the most qualified firm by a three persons panel from the Engineering Division in 2022, awarded with Resolution R22-375 and the Purchase order attached as Exhibit A shows the estimated contract value decreasing each of the three years.  However, the services required have remained fairly consistent over the three year contract.

 

Funding for these services is derived from fees charged to developers and permit applicants.  The fees are based on a percentage of the cost to construct the public infrastructure.  The City's annual budget provides funds for these services in account 101-4040-431.32-09.  A budget transfer is in progress to cover this additional work for 2025.  Services are provided as development occurs so the workload varies and can be difficult to predict.

 

The engineering division is in the process of selecting a consultant for 2026 to likely include multiple years.

 

IMPACT STATEMENT:

The services provided under this Purchase Order will have no impact on the public with the services funded by developers.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, there is a need for resident inspection and engineering services within the City; and

 

WHEREAS, Crawford Murphy & Tilly, Inc. of 550 North Commons Drive, Suite 116, Aurora, Illinois 60504 was selected for the three year contract in 2022 (R22-375); and

 

WHEREAS, the City's annual budget provides funds for these services in account 101-4040-431.32-09, but a budget transfer is required to cover the additional costs; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the City of Aurora's Director of Purchasing is hereby authorized to process a change order to the contract with Crawford Murphy & Tilly, Inc. for Resident Inspection and Engineering Services in the amount of $60,000.00.
