SUBJECT:
To purchase an Elgin Pelican Sweeper for the Street Maintenance Division from the Suburban Purchasing Cooperative in the amount of $174,320.00.
 
PURPOSE:
The purchase of a new mechanical street sweeper will ensure that the Street Maintenance Division has the essential equipment to sweep the City's roadways.
 
BACKGROUND:
The City of Aurora's Street Maintenance Division has five street sweepers; four mechanical and one vacuum that range from 2001 to 2012.        
 
Aurora is a member of the DuPage Mayors and Mangers Conference plus the Will County Government League that both participate in the Suburban Purchasing Cooperative (SPC).  
 
SPC awarded the 2013-14 bid for a mechanical street sweeper to Standard Equipment Company for the Elgin Pelican sweeper.
 
DISCUSSION:
In the 2014 budget, the purchase of one street sweeper was approved and funds reserved in account 215-4460-431.74-30 in the amount of $190,000 for the purchase of this equipment replacement.
 
The 2014 SPC joint purchasing program has the Elgin Pelican NP listed at $158,436.00 (see attached proposal).  The City of Aurora's standard specification for street sweepers includes additional safety, operator comfort, and mechanical systems.  These options cost an additional $18,884 making the total Pelican NP price $177,320.00.    
 
Standard Equipment has offered a trade in value for a 2001 Elgin Pelican, in the amount of $3,000 which lowers the purchase price to $174,320.00
 
IMPACT STATEMENT:
The purchase of an Elgin Pelican will improve the reliability of the City's street sweeper fleet plus reduce the maintenance and repair cost for the Street Maintenance Division.
 
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of an Elgin Pelican Sweeper for the Street Maintenance Division from the Suburban Purchasing Cooperative in the amount of $174,320.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the 2014 budget, in account 215-4460-431.74-30 authorized the Street Maintenance Division to purchase a new street sweeper to replace an older model; and  
 
WHEREAS, Suburban Purchasing Cooperative awarded the 2013-14 bid for a mechanical street sweeper to Standard Equipment Company for the Elgin Pelican street sweeper; and
 
WHEREAS, Standard Equipment Company submitted a proposal for a new Elgin Pelican in the amount of $177,320.00; and
 
WHEREAS, the City further desires to trade in one surplus street sweeper with a trade-in value of $3,000.00 leaving a net total cost of $174,320.00 for the desired street sweeper; and)
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows :authorizes the purchase of a new Elgin Pelican street sweeper in the amount of $174,320.00 from Standard Equipment Company, Chicago, Illinois under the Suburban Purchasing Cooperative Program for the Street Maintenance Division and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
