SUBJECT:
2014 Police Interceptor and Sedan Order.  Approval needed by January 31, 2014.
 
PURPOSE:
To replace the Police Interceptors and Sedans that have met the replacement criteria in their respective class of vehicle.
 
BACKGROUND:
The City of Aurora participates in the Suburban Purchasing Cooperative for the purchase of replacement and additional vehicles.  This purchasing program bids vehicles for purchase thus we can forego the bidding process.
 
DISCUSSION:
This is a request for the authority to purchase 14 replacement Ford Police Utility Interceptors and 6 replacement Ford Fusions vehicles in the amount not to exceed $496,000.00 that have been approved in the 2014 City of Aurora budget.  All of these vehicles that are listed on the attached spreadsheet are available through the Suburban Purchasing Cooperative programs, which the City of Aurora participates.
 
The attached spreadsheet show the 20 Police vehicles and cross-references the 2014 Replacement Request ID Number, the number of units approved, vehicle type, budgeted cost, and the account numbers.
 
The 14 Ford Police Utility Interceptors will be assigned to the Police marked patrol fleet.  There are 91 vehicles in this class of vehicle and the replacement criteria is 6.5 years.
 
The 6 Ford Fusions will be assigned to either investigation or the administration divisions of the Police.  There are 36 vehicles assigned to these two divisions and the replacement criteria for this automotive class is 10 years.
 
In the 2014 budget, account 255-3536-421.6602 there is $496,000.00 budgeted to fund these replacement vehicles.
 
IMPACT STATEMENT:
The purchase of these vehicles will reduce the maintenance and repair cost for the Police Department as well as provide a more reliable fleet for their use.
 
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of 20 replacement vehicles in the amount of $496,000.00 from the Suburban Purchasing Cooperative.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora is a member of the DuPage Mayors & Managers Conference jointly sponsoring the Suburban Purchasing Cooperative Program; and
 
WHEREAS, Under the said agreements the City of Aurora may purchase vehicles and equipment under the terms established by the program; and
 
WHEREAS, the Police Department desires to purchase fourteen (14) Ford Police Utility Interceptors and 6 Ford Fusions; and
 
WHEREAS, the 2014 City Budget provides adequate funds in account 255-3536-421.6602; and
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows :authorize the Director of Purchasing to procure fourteen (14) Ford Police Utility Interceptors and 6 Ford Fusions from the Suburban Purchasing Cooperative Program for the Police Department.
