Requesting approval to renew a 12-month agreement with AT&T for Intrastate services in the amount of $172,440.00.
PURPOSE:
Attached is the contract for intrastate services on the City's Sonet ring. This contract establishes costs to provide intrastate calling rates for inbound and outbound calls at City locations.
BACKGROUND:
Currently City intrastate telephony services are provided by circuits from AT&T that terminate at APD, City Hall and two AT&T locations within the Aurora city limits. These circuits provide access to the Public Switched Telephone Network (PSTN) .
DISCUSSION:
This is not a change to services, but a change to the rates provided by AT&T. This represents a 49% increase to the rates supplied in the previous contract signed in 2022 (R22-232). Staff is requesting this one-year extension to allow for moving to more cost-effective Voice Over Internet Protocol (VOIP) solution.
Funds are available in 101-1280-419.44-01 - Telephone - for this purchase.
IMPACT STATEMENT:
Without agreeing to this contract and fees, the City would fall to retail rates for these services which are more than double the rates currently being quoted.
RECOMMENDATIONS:
Request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, as part of its Technology Strategic Plan, the City of Aurora is identifying and replacing its outdated and underperforming systems; and
WHEREAS, AT&T has provided these services to the City since 2010; and
WHEREAS, being under contract for these services greatly reduces telephony rates; and
WHERAS, funding is available in account 101-1280-419.44-01.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: agrees to renew a 12-month agreement with AT&T for Intrastate services in the amount of $172,440.00.
