DATE:                     December 11, 2018

SUBJECT:

A request to ratify payment of $34,680.00 to Holian Asbestos Removal & Encapsulation of Spring Grove, Illinois, for work completed at the prior Aurora Fire Department Station 7.

PURPOSE:

To approve payment for work already completed at the site of old fire station #7 at 824 Kenilworth Place.

BACKGROUND:

Once the new fire station 7 was completed, old fire station 7 was demolished. Midwest Environmental Services (MES) of Yorkville, IL was hired to manage the asbestos inspection and removal from the old fire station. MES obtained informal bids for the demolition and removal of materials containing asbestos or lead. When the bid was received, removal of the materials from the site was quoted on a per-dumpster basis. The original purchase order was submitted for $11,230.00, which only accounted for a single dumpster of material being hauled away.

DISCUSSION:

When the bids were received for the tear-down and removal of materials containing asbestos and lead, the bid contained a per-dumpster price. It was unknown at that time how much building material contained asbestos or lead. Prior to demolition, it was known that the roof of the station contained asbestos. Testing on interior walls revealed that they contained lead-based paint. When it was discovered how much asbestos and lead the building contained, it was determined to be more cost effective to treat all of the material as tainted than it would have cost to separate "clean" material from that containing asbestos or lead. This required hauling the materials to a further landfill that would accept the materials, as well as an increased cost for the materials containing asbestos and lead.

To complete the demolition and haul-away of all the potentially tainted materials, thirteen (13) dumpsters were needed. The cost thirteen (13) dumpster-loads were added to the price for demolition to arrive at the final cost.

All of the work for the station was completed prior to the end of 2018. Funds for this payment are available from 2018 in account 345-3033-422-72.35, which currently has an available balance of $479,378.50.

This part of the project was not included in the general construction contract as to not incur an upcharge for management of this part of the project.

This is the final expense related to the construction of the new fire station #7, and the demolition of the old structure. The total cost of the project was as follows:

Dewberry Architects - Station design                                                                                    $    294,577.77

RC Wegman - Construction and demolition                                                               $ 3,954,905.00

xxxxxxxxxxxxxx-Landscaping                                                                                                         $      95,721.00

CTS - Cabling at new station                                                                                                         $      28,577.00

Holian Environmental - Asbestos abatement and haulaway                     $      34,680.00

-------------------------------------------------------------------------------------------------------

TOTAL EXPENSES FOR PROJECT                                                                                    $ 4,408,460.77

IMPACT STATEMENT:

The demolition and removal of the materials was needed to allow the station 7 project to continue. The parking lot and sidewalks could not be completed until the demolition of the old station was complete.

RECOMMENDATIONS:

That the council approve a payment of $34,680 to Holian Asbestos Removal & Encapsulation of Spring Grove, IL, for demolition and haul-away of lead and asbestos tainted materials from old Fire Station 7.
