PURPOSE:
To authorize the Mayor and City Clerk to execute the attached Agreement with the Illinois Department of Transportation, including the required Resolution/Ordinances.
BACKGROUND:
DISCUSSION:
The Illinois Route 59 project will reconstruct Route 59 from East New York Street to North Aurora Road in Naperville city limits. The project will involve the construction of three (3) through lanes in each direction along with turn lanes at each intersection and a raised barrier median. The roadway will also include the installation of a ten (10) foot wide concrete shared use path along the west Right of-Way line within the corporate limits of Aurora as well as the replacement of all traffic signal equipment along the project limits including emergency vehicle preemption. The following side streets will also be reconstructed: seven hundred (700) feet of Meridian Parkway I Glacier Park Drive, fifteen hundred (1,500) of Liberty Street I Jefferson Avenue, and thirteen hundred (1,300) feet of Aurora Avenue I New York Street.
Construction will begin upon the approval of this agreement by City Council and the execution of the agreement by IDOT. Construction is expected to be completed at the end of 2014. The roadway will be open to traffic at all times with at least one lane in each direction open for the duration of the project. The estimated construction cost for the project is $33,600,000. The attached agreement defines the City's financial obligations for construction and engineering costs estimated to be $239,620 which is a summation of the following items (plus engineering fees): five (5) percent of all traffic signal costs (GOA portion ~ $84,000), fifty (50) percent of the illuminated street signs (COA portion ~ $32,000) , twenty (20) percent of the shared use path within City limits (COA portion ~ $29,000), one hundred (100) percent of the premium to upgrade the shared use path from asphalt to concrete (COA portion ~ $57,000), and one hundred (100) percent of the cost to relocate the existing street lighting on New York Street ( $7,000).
The attached Agreement also requires the City to pass the attached Ordinances that prohibit encroachment and parking within the State of Illinois right of way along Route 59.
The Resolution appropriating MFT funds in the amount of $240,000 for this project is also attached.
lDOT has requested 3 copies of each agreement with original signatures and 2 copies of the MFT Resolution. A Budget Transfer in the 2013 City Budget will be requested within the City's Motor Fuel Tax (MFT) account.
