SUBJECT:

Replace interview recording system at the Aurora Police Headquarters. 

 

PURPOSE:

The interview recording system at the Aurora Police Headquarters requires replacement at this time in order to function according to its purpose.

 

BACKGROUND:

The interview recording technology at the APD is over six years old and needs to be upgraded to current standards and equipment. With the safety of both our employees and interviewees in mind, as well as the ability to appropriately interview and record sessions for court purposes, it is highly desirable to replace the old system.

 

DISCUSSION:

A concurrence of the Council was previously received granting authority to purchase an interview recording system from Word Systems Incorporated for the amount of $149,475.00. The money for this purchase is located in 340-1716-417-38-05. The Police Technical Services Division at the APD added Cisco Switches in the amount of $6,379.00 which will be paid for out of account 101-1233-419-64-11. 

 

IMPACT STATEMENT:

Replacing the interview recording system did not have an impact on investigations since we kept two rooms active at all times for interview recording.

 

RECOMMENDATIONS:

We recommend the approval of this Resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Aurora Police Headquarters is a 24 hour facility that operates 365 days a year, is constantly utilizing its internal resources and is in need of a new interview recording system for police purposes; and

 

WHEREAS, Aurora Police Department, Information Technology and Central Services personnel solicited information relative to a new interview recording system, and upon reviewing all appropriate information, the Aurora Police Department has selected Word Systems, Inc. as the best provider to suit the needs of our Department; and

 

WHEREAS, this item is to be paid from account number 340-1716-417-38-05 in the amount of $149,475.00,  with an additional $6,379.00 being paid out of account number 101-1233-419-64-11 for Cisco Switches to aid in the implementation of this new recording system.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Word Systems Incorporated proposal for replacement of the interview recording system at the Aurora Police Headquarters is approved as presented, and the Director of Purchasing is hereby authorized to issue the necessary orders to implement purchase of the same.
