A Resolution to award the rental of crowd control barricades for parades to United Rent-A-Fence, Addison, IL
PURPOSE:
To obtain City Council authorization to accept the bid from United Rent-A-Fence, 1500 W. Fullerton, Addison, IL to provide crowd control barricades for parades.
BACKGROUND:
Security measures necessitate the use of crowd control barricades for all parades. In 2018, United Rent-A-Fence was used for a pilot program to see how the process would work and to determine if we would continue the practice in 2019 and beyond. As promised, if determined we would continue the security barricades, a formal bid process would be completed. Through the formal bid process United Rent-A-Fence has been chosen. United Rent-A-Fence was used in 2018 for the pilot and the company proved to be efficient and reliable.
DISCUSSION:
Two bids were received, opened and read aloud on February 13, 2019. United Rent-A-Fence was the lowest, responsible bidder. The total estimated cost for barricades on currently planned events will not exceed $48,750.00 with an option for two, one year extensions upon mutual consent with the vendor. Any additional parades/barricades required will be charged at the $1.50/per linear foot.
The local vendor preference ordinance does apply to this bid, however the local vendor was greater than 4% higher than the lowest price.
Barricades for private parades will be charged back to the organizer. This is budgeted in 2019 as a pass through for the private parades from account numbers in the amount of $33,000 for both 101-1026-347.20-20 (revenue) and 101-1026-450.39-50 (expense).
The funds are budgeted for City parades in 101-1026-450.53-01, $22,000, and 101-1341-450.53-21, $99,000.
IMPACT STATEMENT:
Accepting the bid will continue to provide another level of safety and security for those who participate and attend parades in the City of Aurora.
RECOMMENDATIONS:
That a resolution to award the rental of crowd control barricades from the lowest, responsible bidder, United Rent-A-Fence of Addison, IL be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City requires crowd control barricades at parades for safety and security; and
WHEREAS, the City requested bids for barricades for a one year contract with the possibility of two, one year extensions based upon mutual agreement between the City and the selected bidder: and
WHEREAS, United Rent-A-Fence submitted the lowest responsible bid of the two bids received and read aloud on February 13, 2019; and
WHEREAS, the 2019 budget provides funds in accounts 101-1026-450.39-50 $33,000, 101-1026-450.53-01, $22,000, and 101-1026-450.53-21, $99,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does herby approve to accept the bid from United Rent-A-Fence of Addison, Illinois for the rental of crowd control barricades and does hereby further authorize its Purchasing Director to issue the necessary order to implement same.
