A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics and a not-to-exceed consultant agreement in the amount of $31,500 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering Services for the Airfield Lighting Control and Monitoring System project (ARR 4522).
PURPOSE:
To obtain approval to enter into a consultant agreement with Crawford, Murphy and Tilly, Inc. for Construction Phase Engineering services and also obtain approval of an Agency Agreement with the State of Illinois.
BACKGROUND:
The ALCMS is located both in the control tower and the lighting vault at the Aurora Airport and consists of computerized and mechanical systems that control all of the airfield lighting such as rotating beacon, taxiways, runways and signage. This project will replace the outdated current system. In August of 2017 the City Council approved the design phase engineering agreement with Crawford, Murphy and Tilly, Inc. for this project. Bids were received and opened by the State Department of Transportation Division of Aeronautics on April 27th of this year. The City is required to have an approved construction phase consultant agreement on file with the Division of Aeronautics before the issuance of the notice to proceed. The attached consultant agreement for construction phase engineering has been reviewed and approved by the State and is ready for execution by the City.
The attached Agency Agreement outlines the prescribed responsibilities of both agencies and project funding percentages.
DISCUSSION:
The total cost of this project is estimated to be $330,513 of which $298,046 will be paid for with Federal funds, State Matching funds of $16,233 and our Local Match of $16,234.
Funds for this project have been set aside in our 2018 budget under CIP project D049 in account No. 504-1810-433.73-99
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora desires to replace the Airfield Lighting Control and Monitoring System; and
WHEREAS, the Airfield Lighting Control Monitoring System Project will be funded by Federal, State and Local monies with the City of Aurora's share being $16,234 or 5% of the total estimated project cost of $330,513 as prescribed by the Agency Agreement; and
WHEREAS, the 2018 budget provides adequate funding for all phases of this project in account 504-1810-433.73-99.)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the Agency Agreement with the State of Illinois and the not-to-exceed agreement in the amount of $31,500 for Construction Phase Engineering services with Crawford Murphy and Tilly, Inc. for the Airfield Lighting Control and Monitoring Systems project.
