Request to accept the low bid from Schroeder Asphalt Services, P.O. Box 831, Huntley, IL 60142 for the site improvements to the W. Benton Street roadway, sidewalks, and parking lot D (14 W. Benton St.) improvements in the amount not to exceed $160,000.00.
PURPOSE:
To repair the W. Benton Street and adjacent sidewalks plus redesign and resurface of parking lot D.
BACKGROUND:
The D parking lot was scheduled for redesign and resurfacing in 2016. However on May 30th there was a water main break in front of the parking lot which caused major road and sidewalk damage.
The parking lot will have the islands removed to improve traffic flow and snow removal operations. In addition, some curbs and sidewalk will be replaced and a concrete bicycle pad will be installed.
The Benton Street site improvements are assigned to project code A040 (streetscape) that includes street grade adjustments, new sidewalks, curbs, and asphalt surfaces. Additionally, the filling of an abandon electrical vault is assigned to project code A007 (vault filling) will be part of the scope of work.
DISCUSSION:
Five contractors bid on this project. Schroeder Asphalt Services was the lowest bidder. Schroeder has been used in the past at the RT 59 and ATC Transit Centers for asphalt repairs and their work has met our expectations.
This project will be using multiple accounts due to its complexity.

IMPACT STATEMENT:
This project will require the closing of sections of parking lot D and W. Benton Street will be reduced to one lane of traffic when paving.
RECOMMENDATIONS:
I'm requesting the approval to accept the low bid from Schroeder Asphalt Services, P.O. Box 831, Huntley, IL 60142 for the site improvements to W. Benton Street asphalt, sidewalks, and parking lot D improvements in the amount not to exceed $160,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The D parking lot was scheduled for redesign and resurfacing in 2016. However on May 30th there was a water main break in front of the D-lot which caused major road and sidewalk; and
WHEREAS, The D parking lot will have the islands removed to improve traffic flow and snow removal operations. In addition, some curbs and sidewalks will be replaced and a concrete bicycle pad will be installed; and

WHEREAS, Funds are reserved in accounts 520-4432-437-38.05, 231-1830-465-38.18, 510-4063-511-38.38, and 231-4430-418-65.99 for these repairs
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The approval to accept the low bid from Schroeder Asphalt Services, P.O. Box 831, Huntley, IL 60142 for the site improvements to W. Benton Street asphalt, sidewalks, and D parking lot improvements in the amount not to exceed $160,000.00.
