SUBJECT:

Request to upgrade the Route 59 Train Station optical fiber lateral connection to an optical ring connection.   

 

PURPOSE:

Currently the City's fiber connection to the Route 59 Train Station is built with a single path in and out of the train station. This means Route 59 site does not have the same redundancy as other networked City sites.  Any single fiber cut along the path will cause a complete network outage at the train station.  The requested project will mitigate this threat and other network limitations at Route 59, as well as prepare the site for future planned expansion.   

 

BACKGROUND:

The original 2005 optical fiber network plan did not include fiber to the Route 59 Train Station.  This segment was added mid-way into the original ring build, and paid for through transit funds.  Due to the train station's remote location, expenses were too high to make this a ring connection. 

 

With the development of a joint Aurora/Naperville public safety radio system and Fire Department video conferencing system this also became the location where Naperville connects to Aurora's fiber.      

 

DISCUSSION:

The Route 59 parking facility is being redesigned.  With the redesign security cameras and pay stations are being upgraded.  The current wiring cabinet at this location was originally put in the only location available, and is not secure or adequate for current use.  It will not effectively or safely support any expansion or upgrade.

Kane County is working with OnLight Aurora on a project in the northeast quadrant of Aurora.  If MIS is able to "piggyback" on the Kane/OnLight project it will greatly lower the cost of putting Aurora's Route 59 facility on the main City fiber ring.  With the addition of an outdoor communications cabinet MIS will be able to move network equipment out of the current cramped closet and prepare for next year's parking lot redesign.

 

In order to achieve its infrastructure goal, Kane County is willing to bear the brunt of the main project build expenses, and turn ownership of the infrastructure over to Aurora.  The agreement calls for Kane County to access 2 - 4 strands of the fiber.  Therefore, an investment not to exceed $127,580 Aurora will gain $261,700 worth of fiber infrastructure.

 

Kane County utilizes National Technologies, Inc. (NTI) for fiber work, which is also Aurora's standard fiber vendor.  Option C of the attached NTI quote in the amount of $180,000.00 includes $45,880, which would be Aurora's portion of the build.

 

Aurora's costs include installation of a communications shelter or cabinet, boring conduit between the shelter and conduit installed by Public Works when they extended Station Boulevard, and installation of fiber between the Kane/OnLight location and the new communications shelter.

 

This project will be a not to exceed an amount of $127,580.00.  Estimated costs are:

Given the late time of year, this project needs move forward quickly.  It must be completed before frost prevents pouring concrete and before the ground is frozen and underground boring cannot be done.  Not all firm quotes are available and the "Additional Project Costs" are estimated based on market pricing.  Therefore, this is a "Not to Exceed" costs request.

 

The Finance Department has been contacted to ensure none of the parties/vendors involved have outstanding debt with the City.

 

Funds are available in MIS Division budget account 340-1232-419.73-86.

 

City CTO, Ted Beck is working with Kane County and OnLight to create necessary agreements.  A draft Memorandum of Understanding is attached.   

 

IMPACT STATEMENT:

There may be minor traffic disruption as underground boring takes place in the ROW, and at the parking lot facility.  This fiber addition will make the Route 59 pay station and camera systems easier to design, implement, and manage.     

 

RECOMMENDATIONS:

I request approval of a resolution allowing the aforementioned fiber infrastructure improvements.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Kane County is partnering with OnLight Aurora to build fiber infrastructure in the Northeast quadrant of Aurora; and

 

WHEREAS, this build presents a unique opportunity for the City of Aurora to realize significant savings by joining this project; and

 

WHEREAS, time is of the essence, as significant construct must be completed before the ground freezes; and

 

WHEREAS, The MIS Division has estimated that costs to the City of Aurora will not exceed $127,580; and

 

WHEREAS, funds are available in the MIS Division budget account 340-1232-419.73-86

 

Whereas, Kane County and OnLight are agreeing to turn ownership of the entire infrastructure build over to the City of Aurora; and

 

WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product that failure to act promptly hereunder may likely result in a substantial increase in cost thereof to be borne by the city.   

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approves a joint OnLight Aurora, Kane County, City of Aurora optical fiber build and upgrade to the Route 59 Train Station optical fiber infrastructure at a cost to the City of Aurora not to exceed $127,580.00, and further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
