A Resolution to approve Supplemental Contract #1 for Engineering Enterprises, Inc. for their additional engineering design work on Kautz Road Multi-Use Path Project. " 

 

PURPOSE:

To approve the supplemental contract #1 for Engineering Enterprises Inc. (EEI) for their engineering services rendered as part of Phase 1 & 2 for Kautz Road Multi-Use Path project.

 

BACKGROUND:

The Kautz Road multi- use path project was granted Illinois Transportation Enhancement Program (ITEP) funds with federal share $438,720 (80%) and Local Share $109,680.00 (20%).  The project consisted of constructing a 10 feet wide asphalt path between McCoy Drive and New York Street, a north-south connection to the existing trails at both ends. The project also makes an east-west connection to the existing Inverness Drive shared use path through the Fox Valley Park District to connect to the nearby school and parks. Engineering Enterprises Inc. (EEI) was selected as the engineering consultants for the project to conduct both Phase I & II. The Phase I contract was awarded in the amount of $ 47,862.15 and Phase 2 at $ 54,108.69. The supplemental cost increase request sent by EEI shows additional work conducted for both P1 & 2 in the amount of $ 11,059.83 and $ 23,914.51 totaling to $ 34,974.34.

 

DISCUSSION:

EEI had to re-align the path south of Cheshire Drive (approx. 1000 feet) to avoid substantial tree removal and to provide natural screening between residential homes and the path for enhanced safety of the path users and the residents. This required EEI to conduct additional Topographic survey, make changes to Plan & Profile, amend the Project Development Report prepared for IDOT to attain design approval, changes to Specifications and Cost Estimates to submit to IDOT as part of Phase I and II. Also, due to design variances not being approved by IDOT, the City staff recommended EEI make modifications to the path alignment in November 2016 i.e., to move the path to the east side of Kautz Road north of Cheshire Drive and connect to the existing New York Street bike path at the traffic signal cabinet built as part of the New York Street Widening project. To comply with IDOT standards & to have the project let in a timely manner, EEI made the modifications to the Project Report (to obtain Final Design Approval), Plans, Specifications and cost estimates. This allowed the project to be let in March 2017.

The additional work conducted by EEI as part of Phase I and Phase II is submitted as Supplemental Contract #1 (Contract attached) in the total amount of $ 34,974.34.

 

The funds are available through the following account from the current 2017 Budget:

 

GB113                     Kautz Road Multi-Use Path Extension                     340 4460 431 73 19                                          $ 25,000.00

A budget transfer will be necessary to process the balance amount $ 9,974.34 from  Supplemental Contract #1 and the respective account from which the transfer needs to be done is: GB119 - 340 4460 431 73 91 (Bike & Ped Enhancements) from the 2017 budget year.

 

IMPACT STATEMENT:

RECOMMENDATIONS:

Staff recommends Approval of the Supplemental Contract #1 from Engineering Enterprises Inc. for the additional work conducted as part of Phase I and II for Kautz Road Multi-Use Path Project."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Additional engineering work that included Topographic Survey, respective engineering design changes, project report updates needed to be done due to path re-alignment south of Cheshire Drive.

 

WHEREAS, Due to issues in attaining the Design approval from IDOT for the project, which would eventually delay the letting and construction of the project within the sanctioned time by IDOT, the City staff requested change in the path alignment on the north portion of the path to attain design approval (yet maintaining IDOT standards) and to have the project let in time for construction in 2017.

 

WHEREAS, the 2017 City's budget provides funds by way of the following accounts:

 

GB113   Kautz Road Multi-Use Path Extension                       340 4460 431 73 19    $ 25,000.00

Budget Transfer is needed for the remaining balance in the amount of $ 9,974.34 from the following account GB119 - 340 4460 431 73 91 - Bike & Ped Enhancements from the 2017 budget year.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: To approve the Supplemental Contract #1 for Engineering Enterprises Inc. (EEI) for the additional design work conducted as part of Phase I & II for Kautz Road Multi-Use Path project.
