A resolution to award a Contract to Superior Excavating, Inc. of PO Box 575, Channahon, IL 60447 for the Prairie St. Water Main Replacement Project in the amount of $794,501.00.
PURPOSE:
The existing 12-inch water main between Lake St. and the rail road tracks west of Cleveland Ave. has experienced several breaks over the last few years. In addition, during the recent sewer improvements on Prairie St., the water main was witnessed to be in poor condition and in need of replacement to continue reliable water service in the area.
BACKGROUND:
During the construction of sewer improvements along Prairie St. several water main breaks occurred. Upon investigation, the water main was found to be in generally poor condition when construction crews exposed the main to make connections to the system. In addition, the soils in the area were identified in recent environmental reports as potential sources of contamination. This could be a contributing factor in the deterioration of the water main. Installation of this water main shortly after the sewer project will reduce the likelihood of future leak repairs occurring after Prairie St. is repaved.
DISCUSSION:
The proposed project will provide reliable water service to this region of the City of Aurora, including several businesses along this corridor. Modern construction techniques should reduce the impact of potential environmentally impacted soil on the new water main.
Superior Excavating, Inc. was the lowest responsible bid of eight bidders with a bid of seven hundred ninety four thousand, five hundred one dollars, and no cents ($794,501.00).
This project has funds available in project IC076 account 510-4058-511-7302.
IMPACT STATEMENT:
This project will require temporary street closures to through traffic similar to the recent Prairie St. sewer improvements.
Arrangements with a construction management consultant are in process for the project. This will reduce the work load burden on engineering staff and we do not anticipate impacts to other departments.
RECOMMENDATIONS:
We request authorization for the Director of Purchasing to enter into an agreement with Superior Excavating, Inc. of PO Box 575, Channahon, IL 60447 for construction of the Prairie St. Water Main Replacement project in the amount of seven hundred ninety four thousand, five hundred one dollars, and no cents ($794,501.00).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Superior Excavating, Inc. submitted the lowest responsible bid of eight (8) bidders,
WHEREAS, the Prairie St. water main is in desperate need of replacement, and
WHEREAS, Project IC076 Account 510-4058-511-7302 has sufficient funds for this project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Superior Excavating, Inc. be awarded the construction of the Prairie St.Water Main Replacement project for the contract amount of seven hundred ninety four thousand, five hundred one dollars, and no cents ($794,501.00).
