SUBJECT:

A Resolution Authorizing an Engineering Agreement for Professional Services with CEMCON, Ltd, in the amount not to exceed $49,000.00 to complete final design and permitting for stormwater management and conveyance improvements within the South Eola Road, Wheatlands Subdivision, and Misty Creek Subdivision areas.

 

PURPOSE:

The purpose of this project is to complete the design of stormwater management improvements that will alleviate several flooding issues: (1) near the intersection of South Eola Road and Barrington Drive; (2) near the intersection of Ellington Drive and Barrington Drive; and (3) near the intersection of Hafenrichter Road and Barrington Drive.  The proposed scope of services includes: collecting topographic survey data, computer modeling, reviewing soil data, submitting permit applications to regulatory agencies, and preparation of final engineering plans and specifications.

 

BACKGROUND:

The need for this project was evident following the storm event of April 2013, which flooded South Eola Road near Barrington Drive and other nearby intersections for an extended period of time.  Pumps were operated at the downstream end of the drainage system to lower the water levels enough to make roads passable for vehicles.

 

This phase (Phase 2) of the project builds on the preliminary engineering CEMCON, Ltd. completed in Phase 1.  In Phase 1, CEMCON, Ltd. evaluated alternatives to determine the right combination of improvements to alleviate flooding issues in the area without creating adverse impacts at other locations.  Phase 2 will fully develop the concept-level plans so the project can be competitively bid.

 

DISCUSSION:

CEMCON, Ltd., an engineering firm, provided a proposal to the City for Phase 2 Final Design and Permitting.  This proposal is attached as Exhibit A.  The proposal is to provide engineering services for topographic survey data, computer modeling, reviewing soil data, submitting permit applications to regulatory agencies, and preparation of final engineering plans and specifications.

 

The amount of the contract is not to exceed $49,000.00.

The 2016 City Budget provides funding in account 280-1852-512-81-23 (Storm Sewer Extensions) and account 280-1852-512-81-90 (Stormwater Management Facility Mainten/Improvement).  Staff requests $29,000 from account 280-1852-512-81-23 (Storm Sewer Extensions) and $20,000 from account 280-1852-512-81-90 (Stormwater Management Facility Mainten/Improvement).

 

IMPACT STATEMENT:

There should be no impact on the public for the work proposed to be completed under this Engineering Agreement.

 

 

RECOMMENDATIONS:

Staff recommends that the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, roadway flooding of South Eola Road near Barrington Drive and several other nearby intersections has occurred for extended periods of time with large rain events, and

 

WHEREAS, it is necessary and desirable to complete final engineering design and permitting in order to advertise the project for contractor’s bids, and

 

WHEREAS, there is a need to enter into an Engineering Agreement with CEMCON, Ltd, 2280 White Oak Circle, Suite 100, Aurora, IL 60502, for the amount not to exceed $49,000.00 for professional engineering services, and

 

WHEREAS, a copy of the agreement is attached hereto and incorporate herein as Exhibit A, and

 

WHEREAS, 2016 City Budget provides funding in account 280-1852-512-81-23 (Storm Sewer Extensions) and account 280-1852-512-81-90 (Stormwater Management Facility Mainten/Improvement) for this work.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Engineering Agreement with CEMCON, Ltd., in the amount not to exceed $49,000.00, as set forth in Exhibit A is hereby approved, and the Director of Purchasing is hereby authorized to execute same.
