SUBJECT:

A resolution to award the City Wide Sanitary Sewer Root Control project to Duke's Root Control, Inc., 1020 Hiawatha Blvd. West, Syracuse, NY 13204, in the amount of one hundred seventeen thousand, six hundred thirty-six dollars and thirteen cents ($117,636.13).

 

PURPOSE:

To treat sanitary sewers that have excessive root intrusion issues prior to performing additional repairs required within the next couple of years.

 

BACKGROUND:

Over the past four years, several areas of the City's sanitary sewer system have been televised and evaluated for necessary repairs.  Two cost effective repair methods in lieu of a full sewer replacement are cured in place pipe lining or grouting depending on the severity of the pipe defect.  A portion of the sewers slated for lining or grouting also have issues of root intrusion which must be addressed prior to lining or grouting operations.  This contract will address those areas with root intrusion so that the lining or grouting operations can be performed before the severity of the defect deteriorates requiring the pipe to be replaced at a much higher cost.

 

DISCUSSION:

Bids were opened on March 1, 2017.  The tabulation of the 2 bids received is attached as Exhibit A.  The lowest bid in the amount of one hundred seventeen thousand, six hundred thirty-six dollars and thirteen cents ($117,636.13) was submitted by Dukes Root Control, Inc.  The bid advertisement and Duke's Root Control, Inc. bid are also attached as exhibits B and C.

The sanitary sewer root control program will be funded with account 510-4063-511-73-14.

 

IMPACT STATEMENT:

Residents will not experience a disruption to their sanitary service during treatment of the roots in the sanitary sewers.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, certain sanitary sewers have been identified as having excessive root intrusion issues requiring treatment prior to performing additional required repairs; and

 

WHEREAS, Bids were received, opened and read aloud on March 1, 2017 and Dukes Root Control, Inc. was the lowest responsible bidder; and

 

WHEREAS, the sanitary sewer root control program will be funded with account 510-4063-511-73-14.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the  contract with Dukes Root Control, Inc., 1020 Hiawatha Blvd. West, Syracuse, NY 13204 in the amount of one hundred seventeen thousand, six hundred thirty-six dollars and thirteen cents ($117,636.13) is hereby approved.
