Authorization to Purchase Bulk Rock Salt in the Amount of $63.87 per Ton from Cargill Incorporated Salt Division, North Olmsted, Ohio

 

PURPOSE:

To obtain City Council approval for the purchase of bulk rock salt in the amount of $63.87 per ton from Cargill Incorporated Salt Division for the Division of Street Maintenance under the   State of Illinois Joint Purchasing Agreement bid for the 2018-2019 winter season.

 

BACKGROUND:

The bulk rock salt is used to melt accumulated snow & ice from city streets making them safe for vehicular traffic. In past years, the city has purchased from a single vendor. However, due to delivery problems experienced in past winters. We decided to divide our salt purchases between DuPage County Department of Transportation and the State of Illinois joint purchasing agreement.

 

DISCUSSION:

The City anticipates purchasing approximately 7,500 tons of bulk rock salt at the price of $63.87 per ton for the 2018-2019 winter season from Cargill Incorporated Salt Division, North Olmsted Ohio. By dividing our bulk rock salt orders between 2 different suppliers we will have an alternate source for salt deliveries should one of the providers be unable to make timely deliveries that was experienced in past winters.

 

Dollars have been appropriated for this expenditure in account 203-4460-431-6532.

 

IMPACT STATEMENT:

Road salt improves driving conditions for vehicular traffic.

 

RECOMMENDATIONS:

That the City Council approve the purchase of bulk rock salt in the amount of $63.87 per ton from Cargill Incorporated Salt Division, North Olmsted, Ohio for the Division of Street Maintenance under the State of Illinois Joint Purchasing Agreement.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The City of Aurora has an established winter season roadway maintenance program; and

 

WHEREAS, State of Illinois Joint Purchasing Agreement provides a service for local governmental units to participate in a joint purchase of rock salt which provides greater efficiencies of scale and resulting lower costs per unit; and

 

WHEREAS, Cargill Incorporated Salt Division, North Olmsted Ohio has submitted the lowest most responsible bid under the State of Illinois Joint Purchasing Agreement to furnish approximately 7,500 tons of bulk rock salt at a price of $63.87 per ton for the 2018-2019 winter season; and

 

WHEREAS, Dollars have been appropriated for this expenditure in account 203-4460-431-6532

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Accept the terms of the State of Illinois Joint Purchasing Agreement for the purchase of approximately 7,500 tons of rock salt at a price of $63.87 per ton from Cargill Incorporated Salt Division, North Olmsted for the 2018-2019 winter season and does further authorize the purchase of rock salt from alternative sources should it become necessary and does hereby authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
