Exterior Masonry Restoration at The Venue located at 21 S. Broadway, Aurora, IL
PURPOSE:
To obtain approval to accept low bid from Safe-Way Tuckpointing LLP for exterior masonry restoration, including tuckpointing and mortar joint repairs to restore deteriorated masonry, to prevent water infiltration, and extend the service life of building's exterior walls at The Venue located at 21 S. Broadway.
BACKGROUND:
The Central Service Division identified deteriorated mortar joints and areas of failing masonry on exterior of The Venue, located at 21 S. Broadway. Over time, exposure to weather and normal aging has caused mortar joints to deteriorate, allowing moisture and water infiltration that can damage the building envelope if left unaddressed.
DISCUSSION:
The City solicited Bid 26-054 "Exterior Masonry Restoration Service" for tuckpointing and mortar joint repairs to restore deteriorated masonry to prevent water infiltration and extend the service life of building's exterior walls at The Venue located at 21 S. Broadway and received three (3) responsive bids. On July 1, 2026, the bids were publicly opened, and Safe-Way Tuckpointing LLP submitted the lowest responsible bid of $108,700.00.
A contingency of $10,870.00 ten percent (10%) is requested for this project to address unforeseen conditions that may be encountered during the repairs.
The bid documentation, bid tabulation, and bid submissions are attached.
The local preference ordinance did apply to this bid, but no local contractors submitted.
Monies to satisfy the cost of this project are budgeted in account 340-4411-417.38-05.
Safe-Way Tuckpointing LLP has no outstanding debt with the City of Aurora.
IMPACT STATEMENT:
The Central Services Division will work closely with Safe-Way Tuckpointing LLP to ensure that all surfaces affected are well taken care of so that there is no impact.
RECOMMENDATIONS:
It is recommended that City Council adopt a resolution accepting the lowest responsive bid from Safe-Way Tuckpointing LLP in the amount of $108,700.00 and authorize a ten percent (10%) contingency of $10,870.00 for Exterior Masonry Restoration Service for tuckpointing and mortar joint repairs for The Venue located at 21 S. Broadway.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Central Service Division identified deteriorated mortar joints and areas of failing masonry on the building's exterior of The Venue located at 21 S. Broadway and over time, exposure of weather and normal aging has caused the mortar to deteriorate, allowing moisture infiltration that can lead to further deterioration of the building envelope; and
WHEREAS the City solicited Bid 26-054 for "Exterior Masonry Restoration Services" to restore deteriorated masonry, prevent water infiltration, and extend the useful life of building's exterior walls at The Venue located at 21 S. Broadway, and received three (3) responsive bids; and
WHEREAS, on July 1, 2026, the bids were publicly opened, and Safe-Way Tuckpointing LLP submitted the lowest responsible bid of $ $108,700.00.; and
WHEREAS sufficient funds have been budgeted in account 340-4411-417.38-05 and Safe-Way Tuckpointing LLP has no outstanding debt with the City of Aurora.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the acceptance of lowest bid from Safe-Way Tuckpointing LLP in the amount of $108,700.00, with a ten percent (10%) contingency of $10,870.00, for Exterior Masonry Restoration Services for at The Venue, located at 21 S. Broadway, Aurora Illinois, and the Director of Purchasing is hereby authorized to issue the necessary purchase orders.
