A resolution to accept Plumbing Service Bids for the Water and Sewer Maintenance Division.
PURPOSE:
In accordance with Municipal Code Section 48-26 (Utility: Responsibility for Installation and Maintenance) the City of Aurora provides plumbing services to make repairs to private water services from the connection to the water main up to and including the water meter. All repairs are performed by licensed plumbers.
BACKGROUND:
Plumbing Services bids are solicited annually. On November 23, 2015, the Director of Purchasing opened proposals from 9 area plumbing contractors.
DISCUSSION:
The 2016 Budget includes funding for this work in the Water and Sewer Fund within account no. 510-4063-511-38-45.
IMPACT STATEMENT:
While the City of Aurora is not responsible for damage caused by leaking water service lines, the Water and Sewer Division makes every effort to minimize any such damage. Plumbers are typically dispatched within one hour after Water and Sewer Maintenance receives notification of a leaking water service line.
RECOMMENDATIONS:
Please forward this request to the BGI Committee for approval at the December 7th, 2015 meeting.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Ordinance Number 98-24, amending Chapter 48 of the City Code of Ordinances (Water Service Maintenance) was passed by the City council and approved by the Mayor on February 24, 1998; and
WHEREAS, the Water and Sewer Maintenance Division solicits plumbing service bids annually for the repair of water services in accordance with Ordinance Number 98-24; and
WHEREAS, on November 23, 2015, 9 local plumbers from the City of Aurora, the Village of Montgomery, and the Village of Oswego submitted qualified bids to perform services in compliance with City Ordinance 98-24; and
WHEREAS, the 2016 Budget provides funding for plumbing services within the Water and Sewer Fund in account number 510-4063-511-38-45.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to authorize the Director of Purchasing to accept bids received on November 23, 2015 for Plumbing Services.
