SUBJECT:

A Resolution requesting approval to purchase 100 Mustang Survival First Responder Water Rescue Kits to equip the Aurora Police Department squad cars. The purchase made with federal grant funds, from the company Dive Rescue International, Inc. of Fort Collins, CO, in the amount of $27,262.00.

 

PURPOSE:

 To obtain City Council approval for the purchase of 100 rescue equipment kits and award the bid to the sole bidder; Dive Rescue International Inc, of Fort Collins, Co.

 

BACKGROUND:

During the last few years there have been several incidents of officers being involved in water rescues. These sometimes involve a vehicle being driven into a body of water and other times involve citizens winding up in the water by other means. Currently the police department has no equipment to assist in a shore based water rescue and officers have had no other option than to enter the water to attempt a rescue. Doing this has the potential to be very dangerous; thus placing the officer's life at risk. Officers may not realize it until it is too late that they cannot swim in uniform while trying to rescue an individual who is panicking and thrashing in the water. Police officers are almost always first on the scene of these incidents and prior to the fire departments arrival. As a result, officers are apt to be in a position to potentially save lives in these situations when time is critical. In the past, officers have been nearly injured or killed while involved in these types of situations. 

 

DISCUSSION:

The police department has identified the Mustang Survival First Responder Water Rescue Kit (MRK110) as the ideal rescue kit for squad cars. It is the only kit that we gave identified that contains an inflatable rescue stick, inflatable personal flotation device and a 75" throw bag. Due to the inflatable nature of these items they fit into a military grade ATA case that fits into the storage units of all the squad cars. The kit will allow an officer to throw the victim the inflatable rescue stick to help stabilize the victim and provide them with flotation. The officer could then deploy the throw bag to retrieve the victim and in most cases would not need to enter the water.as a last resort, the kit contains an inflatable personal flotation device that the officer could don and deploy if they needed to enter the water.

 

 The City of Aurora Police Department secured a 2015 Edward Byrne Memorial Grant. After distributing funds to disparate agencies, the City of Aurora retained the total amount of $32,076.80. The city was approved by the Department of Justice to use $28,613.00 toward the purchase of water rescue equipment. Purchasing 100 MRK110 would equip a high percentage of our marked squad cars.

The bid for the MRK110 was opened on March 2, 2016, the lowest and sole bid was received from Dive Rescue International, Fort Collins, CO. the bid received was in the amount of $272.62 per kit; however, APD is able to purchase 100 of these kits and stay within the award of the grant for a  total cost of $27,262.00.   A budget amendment will be processed to provide funds in account 101-3536-421.50-50 in the amount of $27,262.00.

 

 

IMPACT STATEMENT:

The impact of this purchase would increase the safety of the citizens of Aurora as well as the members of the Aurora Police Department. 

 

RECOMMENDATIONS:

Finance Committee and the City Council approve the purchase of 100, MRK110 water rescue kits for the Aurora Police Department from the lowest, qualified bidder; Dive Rescue International, Fort Collins, CO.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Police Department desires to equip squad cars with Mustang Survival First Responder Water Rescue Kits (MRK110); and

 

WHEREAS, bids were solicited from various vendors and advertised on the city's webpage for the purchase of the desired rescue kits with Dive Rescue International, Fort Collins, Colorado submitting the only bid in the amount of $272.62 per kit.  This unit price per kit will allow APD to purchase 100 kits in the total amount of $27,262; and

 

WHEREAS, APD secured a 2015 Edward Byrne Memorial Grant and was approved by the Department of Justice to use $28,613.00 toward the purchase of water rescue equipment; and

 

WHEREAS, a budget amendment will be processed to provide funds in account 101-3536-421.50-50 in the amount of $27,262.00 for this purchase.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby accept the bid for the purchase of 100 Mustang Survival First Responder Water Rescue Kits (MRK110) to equip Aurora Police squad cars from Dive Rescue International of Fort Collins, CO, in the total amount of $27,262.00 and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
