A resolution approving an agreement with Global Data Solutions for contracted services.
PURPOSE:
To obtain authorization to enter into an agreement with Global Data Solutions for contracted services.
BACKGROUND:
Over the past six years we have contracted with Global Data Solutions for the services of Roopa Anjanappa. Ms. Anjanappa has been heavily involved with our ongoing Bicycle and Pedestrian plan and has been the project engineer on multiple successful bicycle improvement projects. In addition, she has been very involved with the City's traffic modeling (Synchro/ SimTraffic) of various major changes to the City's traffic network (CENTRACS). Ms. Anjanappa continues to work as a consummate professional in tasks provided to her.
DISCUSSION:
The current contract including renewable options ends September 1, 2019. The previous contract remained fixed throughout the life of the contract.
The new Master Service Agreement provides for a 2.5% billing rate increase over the current rate, from $46.52 to $47.68 per service hour provided, and a 2.5% escalation over year two and three of the agreement or $48.87 per service hour provided beginning September 1, 2020 and $50.01 per service hour provided beginning September 1, 2021.
Throughout the life of the contract, Global Data Solutions will be compensated for Ms. Anjanappa's work for the City, through the following account:

The 2019 budget for the account is $134,000. The first year of the contract (September 1 - August 31) the minimum the City would be invoiced is $84,870.40 (1780 hours) and the max is $95,836.80 (2010 hours).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to enter into an agreement with Global Data Solutions for contracted services.
WHEREAS, the need and workload to employ Ms. Anjanappa's specific skill set related to Transportation/Traffic Engineering.
WHEREAS, The FY 2019 and pending FY 2020 provides funding though the following account:
