A resolution to accept Tavarez and Sons Lawn Care LLC of Aurora, IL for citywide Grass and Weeds cut services due to code enforcement citations.
PURPOSE:
To obtain City Council approval for Grass and Weeds maintenance services due to code enforcement citations.
BACKGROUND:
Property Standards is responsible for the enforcement of the Grass and Weeds ordinance on private properties. Maintenance of grass and weeds is an important part of the abatement process to keep the neighborhood affected in a safe and sanitary condition.
DISCUSSION:
A formal bid request was sent out for the Grass and Weeds maintenance services for private properties after being cited and the abatement hasn’t been attained by the owner of the property within the City of Aurora Illinois.
A response was received from four (4) vendors with Tavarez and Sons Lawn Care of Aurora, IL being the lowest bidders.
The contract will be for one year with the option of two (2) 1-year extensions upon mutual consent between the City of Aurora and the vendor.
Funding for the services will be account 101-1827-424.36-15, $35,000. The account has enough funds to cover expenses through 2025.
IMPACT STATEMENT:
This resolution must be approved to provide grass and weed abatement services through code enforcement citations within the City of Aurora Illinois limits.
RECOMMENDATIONS:
The request is for the approval of Tavarez and Sons Lawn Care LLC of Aurora, IL.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Grass and Weeds cut services are an important part of the abatement process to maintain the neighborhood affected in a safe and sanitary condition.
WHEREAS, this project was publicly bid through the city's purchasing process and was opened January 29, 2025; and
WHEREAS, Tavarez and Sons Lawn Care LLC of Aurora, IL submitted the lowest responsible bid of the four total received; and
WHEREAS, the initial contract will be through December 31, 2025, with the option of two (2) 1-year extensions upon mutual consent; and
WHEREAS, funding for the services will be from account 101-1827-424.36-15, $35,000. The account has enough funds to cover expenses through 2025 and will continue to be budgeted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The award for the Grass and Weeds maintenance services within the City of Aurora Illinois be awarded to Tavarez and Sons Lawn Care LLC of Aurora, IL.
