A resolution authorizing the Mayor and City Clerk to execute a not-to-exceed agreement in the amount of $36,300 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Design Phase Engineering Services for the Overlay Southeast Quadrant Perimeter Roadways Project (ARR 4636)
PURPOSE:
To obtain approval to enter into a consultant agreement with Crawford, Murphy and Tilly, Inc. to provide Design Phase Engineering Services.
BACKGROUND:
The roadways around the airport are badly deteriorated. This project will crack fill, patch and remove and replace sections of the perimeter roadways located in the southeast quadrant of the airport property.
DISCUSSION:
The total cost of this project is estimated to be $412,000 of which the State Match is $370,800 and our Local Match is $41,200.
Funds for this project have been set aside in our 2018 budget under CIP D048 in account No. 504-1810-433.73-99
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora desires to rehabilitate perimeter roadways at the airport in the southeast quadrant; and
WHEREAS, the Overlay Southeast Quadrant Perimeter Roadways project will be funded by State and Local monies with the City of Aurora's share being $41,200 or 10% of the total project cost; and
WHEREAS, the 2018 budget provides adequate funding for all phases of this project under CIP D 048 in account 504-1810-433.73-99.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the not to exceed agreement in the amount of $36,300 for Design Phase Engineering services in conjunction with the Overlay Southeast Quadrant Perimeter Roadways project with Crawford Murphy and Tilly, Inc.
