A resolution authorizing the Director of Purchasing to purchase decorative concrete barriers from ConServ Co., for RiverEdge Park located in Ward 1, in the amount of 185,850.00.
PURPOSE:
The 2023 budget includes various upgrades and modifications to RiverEdge Park, a premiere outdoor music and event venue located on IL Route 25 in Ward 1. One of the budgeted items for the park this year is to furnish and supply decorative concrete barriers, which will be utilized along IL Route 25 in lieu of the temporary metal fencing that is used currently.
BACKGROUND:
RiverEdge Park, which is owned by the City of Aurora and managed by the Aurora Civic Center Authority (ACCA) is home to numerous events throughout the year. To ensure that it continues to be a premiere destination for performers and other events, the City has continually been working with ACCA to identify and implement upgrades and improvements to the park. One of the identified improvements is to obtain and place decorative concrete barriers along the sidewalk for the entire length of the park along IL Route 25. These barriers will provide for a significantly improved barrier between pedestrians and vehicular traffic.
DISCUSSION:
This purchase will enhance safety for the many patrons that attend RiverEdge Park each year. Funds for this budgeted purchase are included in account 354-4440-451-73-43 (A062). The account has a balance of $7,000,000 of which $200,000 is budgeted for these barricades.
The project was advertised publicly, and sealed bids were received, opened and read aloud at 10:00 a.m. March 23. Four bids were received, one of which was non-conforming and is not shown on the summary of bids. We recommend awarding the contract to ConServ Company in the amount of $185,850.00. Which includes the low bid of $136,290.00 for the original 110 barriers, plus an additional 40 barriers to ensure that enough barriers are available to complete the installation in conformance with recommendations from the Aurora Police Department.
IMPACT STATEMENT:
The Streets Division will assist the delivery company with traffic control on Route 25 and will also help unload and place the barricades when they arrive, with minor traffic disruption.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, RiverEdge Park is a premiere music and event venue in the City of Aurora, and
WHEREAS, starting in 2023 the City will be working with ACCA to implement various improvements to the park, and
WHEREAS, the first of these improvements is the purchase and installation of decorative concrete barriers to be used in lieu of the temporary metal railing that is installed to separate vehicles and pedestrians, and
WHEREAS, the City advertised the purchase and sealed bids were received, opened and read aloud on March 23, 2023 at 10:00 a.m. Of the four bids received, three were in conformance with the specifications. The lowest responsible bid was from ConServ Co., in the amount of $136,290.00, and the awarded amount of $185,850.00 includes the purchase of the original 110 barriers, plus an additional 40 barriers, and
WHEREAS, the funds are available for expenditure in account 354-4440-451.73-43 (A062) which has a balance of $7,000,000, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to purchase decorative concrete barriers for RiverEdge Park from ConServ Co. in the amount of $185,850.00.
