A Resolution Authorizing the Appointment of Anna Payton as the Manager of Animal Control.
PURPOSE:
To obtain authorization to appoint Anna Payton as the Manager of Animal Control.
BACKGROUND:
The Manager of Animal Control position became vacant on May 3, 2017 due to a resignation. In accordance with the City of Aurora Ordinance, the position is appointed by the Mayor with the consent of the City Council.
DISCUSSION:
Human Resources advertised this position twice in 2017. The first advertisement yielded forty-three applicants, six of which were interviewed in August. Offers were made to the top two candidates, but both declined. The second advertisement yielded forty-five applicants, with five being interviewed in December.
After a thorough assessment and consideration of education, skills and experience, Anna Payton was selected for the position.
Anna Payton has a Bachelor's Degree in Animal Sciences from the University of Illinois and a Master's Degree in Teaching with an emphasis in Humane Education from Webster University. She has been working in the field of animal sciences since 2003 and has served as Executive Director of the Naperville Area Humane Society and Director of the Kendall County Animal Control. Her background and experience will be beneficial to moving the Animal Control division forward pursuant to future objectives.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora is in need of a Manager of Animal Control; and
WHEREAS, the Mayor and City Council have determined that Anna Payton best meets the qualifications to fill said position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor is hereby authorized to appoint Anna Payton to the position of Manager of Animal Control.
